Cuban deportee stranded without papers after Liberia refuses to accept him
Carlos Rodríguez López, a 35-year-old Cuban man held in ICE detention for 16 months, was deported on a flight to Liberia under a U.S.-Liberia removal agreement. Liberian authorities refused to accept him and the other deportees, and the plane was diverted to Equatorial Guinea, where he and three other Cuban men were met by dozens of masked police officers, searched, and taken to a hotel without documents, a passport, or legal assistance. A habeas corpus petition filed in November 2025 in the U.S. District Court for the Western District of Louisiana remains unresolved. His wife, Igrayne Ribot Hernández, a U.S. citizen who has a nine-year-old daughter with him and runs a family business in Miami Gardens, said one of the other detained men has a serious untreated medical condition following stomach surgery. Ribot publicly appealed for help, saying deporting someone to a third country with no ties to them is unlawful and inhumane.
