Immigration agents had given Margarita the choice of indefinite detention or self-deportation. A third daughter, 17-year-old Tania, is also remaining in the United States with Damary. Officials said ICE agents used a Milwaukee police station parking lot and a South Side park as staging areas without authorization, violating city and county policies requiring permission; police said they did not consent and asked the agency to stop.
