Man fined $1.8 million by DHS months after self-deporting to Mexico

Sep 1, 2026Los Angeles, CAMexico

Hector "Alessandro" Negrete, who came to the U.S. from Mexico as an infant and lived in Los Angeles for decades, self-deported to Guadalajara in September 2025 after facing immigration enforcement fears under the second Trump administration. Nine months later, he received a letter at his old U.S. address demanding a $1,820,352 civil penalty for failing to comply with a 2009 deportation order he says he was unaware of. Negrete and his lawyers have twice provided evidence that he is living in Mexico, but officials have demanded additional documentation. He is one of more than 100,000 undocumented immigrants who have received DHS fines totaling more than $84 billion since the start of the second Trump administration through mid-July.

Russian asylum seeker released after ICE re-detained him following four years of freedom

Jun 27, 2026Russia

A Russian national entered the United States and was released on his own recognizance in July 2022. On June 27, 2026, ICE re-detained him after a routine check-in with immigration authorities. He is seeking asylum in the United States. He filed a petition for writ of habeas corpus and motion for temporary restraining order challenging his detention. The court found that his prior release by immigration authorities created a liberty interest in his continued release and that his re-detention without a pre-deprivation hearing violated due process. On July 8, 2026, the federal court granted his habeas petition and ordered his immediate release on the same terms and conditions he was subject to prior to his re-detention.

ICE detains 39 in Wisconsin surge, stages arrests at city lot without permission

Jun 27, 2026Milwaukee, WI

ICE arrested 39 people across Wisconsin over the final weekend in June, among the largest enforcement operations in the state since January 2025, with videos documenting agents drawing firearms, breaking car windows, and using tasers despite a lack of resistance. Advocacy group Voces de la Frontera said its volunteers recorded more than two dozen additional arrests in the following week, including three in Fitchburg, with some detainees held as far away as Florida. Officials said ICE agents used a Milwaukee police station parking lot and a South Side park as staging areas without authorization, violating city and county policies requiring permission; police said they did not consent and asked the agency to stop. Legal experts have raised concerns about the proportionality of the tactics used.

While hospitalized at Doctors Medical Center in Modesto, FBI agents accessed his HIPAA-protected medical records without clear authorization or warrant, prompting concerns from his federal public defenders. After discharge, Hernández was arrested by the FBI and placed in solitary confinement at California City Detention Center with his gunshot wound injuries remaining unaddressed. Jun 26, 2026New York, NYEcuador

An Ecuadorian man was arrested by ICE agents at an immigration court at 26 Federal Plaza in Lower Manhattan on Thursday, June 26, 2026. The man had fled persecution in his home country, entered the U.S., and was released from detention while his immigration case proceeded. He appeared at court as legally required for his scheduled hearing. ICE cited a 2025 conviction for disorderly conduct as justification, but advocates with Make the Road New York argue the arrest violates a federal court order issued May 18, 2026, that barred ICE from making arrests at Manhattan immigration courts except in narrow circumstances. The man has since been transferred to the D. Ray James ICE Processing Center in Folkston, Georgia.
