Legal resident Rueben Antonio Cruz ticketed $130 by ICE for lacking papers in Rogers Park
Rueben Antonio Cruz, a 60-year-old lawful permanent resident from El Salvador with heart problems, was stopped by ICE agents in Rogers Park, Chicago on October 9, 2025, while sitting with a friend. When agents asked for papers, Cruz stated he had legal status but did not have his documentation with him. ICE agents detained him, placed him in their vehicle, and questioned him while driving. After verifying his legal residency through their databases, agents released him but issued a $130 citation for not carrying proof of registration, a federal requirement. His friend, who was homeless and lacked legal status, was detained during the same operation.
