Body camera footage released in ICE shooting death of Ruben Ray Martinez
Ruben Ray Martinez, a 23-year-old U.S. citizen from San Antonio, was fatally shot by Homeland Security Investigations Agent Jack Stevens near the scene of a car accident on South Padre Island. Newly released body camera footage and evidence, obtained by Newsweek through a public records request, contradict the agent's written account that Martinez struck an officer with his vehicle before being shot. The only civilian witness, Martinez's childhood friend Joshua Orta, told investigators Martinez was 'hesitant' and 'scared' and that his car was barely moving when officers opened fire; Orta died in a car crash less than a year later. A Texas grand jury declined to indict Stevens, and attorneys for Martinez's mother, Rachel Reyes, say the footage shows Martinez was braking, not accelerating, and that no one was in front of or on the hood of his car when he was shot at point-blank range.
