Sep 25, 2026Waukegan, ILMexico

ICE conducted targeted enforcement operations in Woodstock and Waukegan, Illinois, arresting eight men from Mexico, El Salvador, Guatemala and Honduras. In Waukegan, agents arrested Mario Guadarrama, 31, and Pedro Serrano-Hernandez, 39, both of Mexico; Guadarrama had a prior 2019 arrest by Illinois law enforcement, while Serrano-Hernandez was taken into custody on a 2025 Wisconsin warrant for contempt of court after prior arrests for driving without a license. The Illinois Coalition for Immigrant and Refugee Rights said agents 'abducted' one person near 8th Street and Prescott Avenue in Waukegan. In Woodstock, six men were arrested, including Alex Francisco Diaz-Quintanilla, 47, of El Salvador, who had a 2024 weapons conviction; Israel Espinal-Diaz, 48, and Lazaro Cruz-Morales, 43, and Gabriel Martinez-Quintanar, 26, all of Mexico; Daniel Nehemias Martinez-Esteban, 30, of Guatemala; and Jayson Josiel Ruiz-Figueroa, 23, of Honduras. At least one man was detained in the parking lot of Woodstock Automotive Service, and all six remain in custody pending removal proceedings at facilities in Indiana. A separate, unrelated federal drug trafficking warrant was served at the same Woodstock location hours later by DEA, Illinois State Police, FBI and local agencies.

Brooke Benner, an American citizen with a young daughter, was detained by ICE agents in the parking lot of an El Super grocery store in San Diego's City Heights neighborhood after she began filming agents who had just detained another man. Within seconds of recording, agents grabbed and handcuffed Benner, telling her she was being arrested for "impeding" their operations. Shortly after, agents detained a second American citizen steps away in the same parking lot, after witnesses said she kicked a federal vehicle; community patrollers recording the encounter said two agents pinned her against a car before one tackled her to the ground, while another agent pointed a taser at bystanders. Both women were taken to a federal building downtown and held for about seven hours before being released without charges. Benner said the experience frightened her and that she plans to continue monitoring ICE activity in her community.

Two U.S. citizens among seven detained in Elgin ICE raid, later released

Sep 16, 2025Elgin, IL

On the morning of September 16, 2025, Department of Homeland Security Secretary Kristi Noem led a military-style raid on an Elgin home, with camouflage-uniformed agents and a helicopter overhead breaking down both the front and back doors around 5:30-5:50 a.m. Seven people were taken into custody, but two of them were U.S. citizens who were released after producing driver's licenses; one said he had been on his way to work when detained and did not know why the others were held. DHS said the operation executed a felony arrest warrant, resulting in the arrest of the target and four others, and claimed the two citizens were only briefly held for safety reasons rather than arrested. Noem and DHS characterized the detainees as having offenses including DUI, felony stalking and assault, claims disputed by community members.

West Africans deported to Ghana forcibly returned home despite US protection orders

Sep 15, 2025Accra, Ghana

The government of Ghana announced that 14 West Africans (13 Nigerians and 1 Gambian) deported from the US had been sent on to their home countries, prompting a lawsuit from US lawyers alleging the deportations violated immigration protections and that Ghana was used as a third country to bypass US law. Reuters later found that more than 30 third-country nationals were deported to Ghana, including at least 22 who had court-ordered protection against removal to their home countries, with lawyers saying none had a chance to raise legal objections before being sent back. One deportee, Rabbiatu Kuyateh, who had been granted protection from deportation to Sierra Leone over fears of torture tied to her father's political ties, was filmed being forcibly dragged onto a van in Ghana before being returned to Sierra Leone. Reuters also reported that Equatorial Guinea sent home at least three US deportees who had similar US protections, a previously unreported practice now the subject of complaints to the UN human rights office.

Sep 13, 2025Cicero, IL

Silverio Villegas González, an undocumented father of two from Michoacán, Mexico, was fatally shot by an ICE agent during a traffic stop in Franklin Park, Illinois, on Sept. 12, 2025, after an earlier incident in which agents pepper-sprayed him and his 1-year-old daughter at a Cicero Sam's Club. DHS said the agent fired after Villegas González resisted arrest and dragged an agent with his car, though body-camera footage showed the agent describing his injuries as minor, and his attorney noted he had no criminal record. A year later, the FBI has released no information about its investigation into the shooting, and Villegas González's family, working with lawyers and the Mexican Consulate, is pursuing a wrongful death claim against the federal government and seeking custody of his children, who are currently in foster care. Community members have maintained a vigil and memorial at the site since his death.

Line cook Silverio Villegas González shot dead by ICE agent during Franklin Park traffic stop

Sep 12, 2025Franklin Park, ILMexico

Silverio Villegas González, a 38-year-old line cook from Mexico, was fatally shot by an ICE agent on September 12, 2025, during a traffic stop in Franklin Park, Illinois, shortly after dropping off a child at daycare. ICE agents targeted him for an alleged history of reckless driving and positioned their vehicle to block his car. According to federal authorities, Villegas González attempted to flee and struck an agent with his vehicle, prompting the agent to shoot him in the neck. The agent reported serious injuries and claimed to have fired in fear for his life, though local police video later showed the agent walking and describing his injuries as "nothing major." Policing experts criticized the tactical approach as violating standard urban policing protocols, noting the agent reached into the vehicle—a violation of traffic stop safety procedures—and that shooting at a moving vehicle on a public roadway created an uncontrolled hazard. Family members and civil organizations called for an investigation into the use of force. The shooting remains under investigation.
