Staff found Rodriguez unresponsive in his living area on December 4 at approximately 4:15 PM and transported him to the hospital, where his family agreed to remove him from life support 10 days later. ICE told family he was found hanging in a cell with a sheet, though Rodriguez had been housed in a large open unit with over 100 people and family was not told why he was in a cell, and nurses reportedly told family his injuries appeared inconsistent with ICE's account. U.S. Citizen Choked, Detained by ICE in Minneapolis Over Somali Appearance

Dec 13, 2025Minneapolis, MNSomalia

Mubashir, a 20-year-old naturalized U.S. citizen of Somali descent, was detained by ICE agents while on his lunch break near Cedar Avenue in Minneapolis's Cedar-Riverside neighborhood. Video footage showed agents forcibly removing him, slamming him against a door, placing him in a chokehold, and handcuffing him despite his repeated attempts to show identification, including his U.S. passport. He was held for about two hours at the Whipple Federal Building, where he alleged he was denied water and medical assistance, before being released once his citizenship was verified. Minneapolis Mayor Jacob Frey and Police Chief Brian O'Hara said the detention amounted to wrongful, unconstitutional racial profiling based on his Somali appearance, and Governor Tim Walz called for a DHS review of ICE arrests of U.S. citizens in the city. ICE said its agents acted on reasonable suspicion.

U.S. citizen tackled and detained by ICE while filming arrest in Minneapolis

Dec 12, 2025Minneapolis, MN

Sue Tincher, a 55-year-old U.S. citizen and Minneapolis resident, was detained by ICE agents on December 9, 2025, while observing and filming an immigration enforcement operation near her home during Operation Metro Surge. Tincher said she was recording on her phone when an officer ordered her to back up, and when she remained to document the activity, agents tackled her to the ground, handcuffed her, and transported her to Fort Snelling's Bishop Henry Whipple Building. She was held for over five hours, including time in leg shackles, before being released after attorneys intervened, and was read her Miranda rights with an officer stating she would be charged with obstructing a federal agent. Tincher disputes that her actions obstructed the operation, while ICE officials countered that she was arrested for allegedly assaulting an agent, attempting to breach a security perimeter, ignoring lawful commands, and becoming violent. She is one of six Minnesotans who subsequently sued DHS, alleging ICE carried out an unprecedented attack on civil liberties.

Dec 12, 2025Iran

He entered the country in 2003 and in 2010 was granted withholding of removal after an immigration judge found he would likely face persecution or torture if returned to Iran, having since complied with all check-in requirements for 15 years. His wife, Brandi Rahimi, describes him as a devoted father who calls their daughter every morning before school and has volunteered as a school mentor and helped neighbors and veterans in the community. The Texas Civil Rights Project filed a habeas corpus petition on his behalf, arguing he had previously been granted bond and lived safely in the community for years. On December 9, 2025, he was denied bond in a hearing his wife said lasted less than 10 minutes, and he remains in ICE custody, describing hearing other detainees cry at night. His family has spent roughly $30,000 on legal fees and gone five months without his income; his case is one of five profiled by the Texas Tribune involving ICE arrests of Texans without criminal convictions.

An autopsy found three close-range gunshot wounds to Sanchez Barbosa's chest and forearm that fractured a rib and tore both lungs. A search of a nearby ranch, authorized by a warrant that went unfiled for months due to what officials called a clerical error, found no weapons, consistent with none being found on Sanchez Barbosa himself.
