Rafie Ollah Shouhed, a 79-year-old U.S. citizen and owner of Valley Car Wash in Van Nuys, California, was physically assaulted by immigration agents during a September 9, 2025 raid on his business. When Shouhed questioned the operation and attempted to vouch for employees being arrested, masked agents forced him to the ground. Surveillance footage shows an agent striking him while three agents tackled him as he pleaded for an ambulance, stating he had recently undergone heart surgery and couldn't breathe. One agent pressed a knee on his neck while applying additional physical force. The incident resulted in broken ribs, an injured elbow, and post-concussive symptoms of a traumatic brain injury. Shouhed was taken to the Metropolitan Detention Center and held for 12 hours without medical attention before being released without charges. He filed a $50 million civil rights lawsuit against the Department of Homeland Security, Customs and Border Protection, Border Patrol, and Immigration and Customs Enforcement.

A woman identified as a parent was detained by federal agents just outside a North Hollywood elementary school immediately after dropping off her children on Wednesday morning. Witnesses recorded the detention in tactical gear near campus, and the incident sparked concern among parents about law enforcement activity near schools. No federal agency officially identified itself or stated a reason for the detention as of the latest reports.

Lien Loung Saeteun, a 53-year-old Laotian refugee and lawful permanent resident, was abruptly re-detained by ICE on May 19, 2026, during a routine check-in after being on supervised release for over 20 years. Saeteun came to the U.S. as a child refugee in 1979 due to his father's service with the CIA in the Secret War in Laos. The court ordered his immediate release with the same conditions he was subject to prior to his May 18, 2026 detention, and prohibited the government from imposing additional restrictions unless determined necessary at a future pre-deprivation hearing. If the government seeks to re-detain him, it must provide at least seven days' notice and hold a constitutionally compliant pre-deprivation bond hearing.

A California man who arrived in the U.S. as a young boy with refugee status and held a green card had his sentence commuted in 2018. Instead of being released, he was shackled and transferred to an ICE processing center. After spending close to a year in ICE detention, he was released to continue his immigration case through the courts. In subsequent years he started a family and obtained employment. After the courts vacated his conviction last year, ICE has not recognized the case as cleared and a final deportation order remains in effect.

Ursula Gomez completed over two decades in California state prison and participated in rehabilitation programs and college coursework. Upon her release in July 2024, the California Department of Corrections transferred her to ICE custody rather than releasing her. After 11 months in multiple ICE detention centers, facing threats of deportation to countries she had no ties to, Gomez agreed to voluntary removal to Mexico, the country she left at age 5. She was deported later in 2024.

Vivian Do's father was detained by ICE on March 5 at a GEO processing facility in Adelanto, California. Despite legal assurances and ICE's own notification that he would not be moved until June 5, he was transferred without notice on May 14, flown from Los Angeles to San Francisco, and deported to Vietnam the same day. The family had spent over $50,000 in legal fees seeking his release.

A man detained by ICE in March after 30 years in the U.S. was released this month after an immigration judge vacated a decades-old drug conviction from 1999 and restored his lawful permanent resident status. The judge found he had not been informed of immigration consequences when he entered the plea. His case is among roughly 19 Laotian cases handled by the Seattle Clemency Project this year, part of a broader enforcement sweep affecting longtime residents in the region.

Loba, a transgender woman from El Salvador, was detained at California City ICE detention center for six months in 2025. She experienced sexual harassment and intimidation from guards while housed in male dormitories. Due to the traumatic conditions and lack of support for LGBTQ+ detainees, she signed voluntary departure paperwork and self-deported to El Salvador.

Jose Francisco Orellana-Rivera, a Honduran who entered the U.S. as a 4-year-old in 2001 and is a DACA recipient married to a U.S. citizen with two U.S.-citizen children, was detained by ICE without a pre-detention hearing. U.S. District Judge Hernán D. Vera ruled the detention violated his constitutional rights and due process protections, ordering ICE to release him immediately and barred re-detention without a proper bond hearing. He was arrested six times as an adult between 2016 and 2025, but all charges were dismissed and he has no criminal convictions.

M.P.P.P., who was previously under an order of supervision and had been granted withholding of removal to El Salvador, was re-detained by ICE on May 14, 2026 after her supervised release was revoked. Federal agents from Homeland Security Investigations executed coordinated search warrants on May 13-14, 2026, targeting VC Defensa, an immigrant rights organization in Ventura County, California. Sepulveda was arrested by DHS in April 2016 and placed in removal proceedings under INA § 240; he was released on bond by an immigration judge that same year. In 2017, he filed an EOIR-42B application for cancellation of removal, noting his youngest son's emotional and behavioral health problems and the hardship his family would experience upon his removal. On May 12, 2026, Sepulveda was detained by ICE without a pre-detention hearing and taken to the ICE Detention Facility at 630 Sansome Street in San Francisco. He filed a habeas corpus petition and motion for temporary restraining order seeking release and an injunction preventing re-detention without a hearing. On May 21, 2026, the federal court granted a preliminary injunction, finding that Sepulveda has serious questions going to the merits of his Fifth Amendment due process claim and that he is likely to suffer irreparable harm. The court ordered that Sepulveda cannot be re-detained without notice and a pre-deprivation hearing before a neutral immigration judge at which the government must establish by clear and convincing evidence that re-detention is warranted.

Federal agents stopped a man in Cathedral City, California and attempted to forcibly remove him from his vehicle despite his attempts to show valid driver's license identification. Agents dismissed his ID as fake and proceeded to pull him from the car. He was released only after his wife arrived with additional documentation. The man's hand was left bruised and bleeding during the encounter. The Inland Coalition for Immigrant Justice reports this is part of a pattern of targeting individuals based on appearance.

Carlos Lool, owner and chef of La Granja Rotisserie and Fuego Rotisserie in South Los Angeles, was detained by ICE agents on May 10, 2026, while picking up supplies for a catering event. According to witnesses, masked agents followed their vehicle and forcibly removed Lool with guns drawn, placing him on the floor at gunpoint. The detention followed a report from a former employee claiming a firearm was kept at the restaurant in violation of Lool's parole conditions. Lool, originally from Guatemala and raised in Connecticut, has a criminal conviction from approximately 30 years ago for which he has already served his sentence. He now faces deportation proceedings while his children, employees, and businesses remain in the U.S., with supporters launching a GoFundMe campaign to cover legal expenses.

Milena Araya-Davis, a 27-year-old therapist and Palm Springs High School graduate, was arrested by ICE agents on December 15, 2025, outside a USCIS office in San Diego immediately after being told her green card application was approved. Araya-Davis was brought to the U.S. from Peru at age 4 and received DACA protection as a teenager, going on to earn a master's degree in marriage and family therapy. She was detained for overstaying a tourist visa from her childhood. During her seven-day detention at Otay Mesa Detention Center, Araya-Davis slept on the floor, shared a single sink with roughly 150 women, and received inadequate food and medical care, relying on other detainees for basic supplies and support. Her husband, a U.S. citizen whom she married in April 2025, was home waiting for brief phone calls during her detention. Araya-Davis has since shared her experience on social media, drawing thousands of responses from people fearing detention or worried about loved ones. San Diego County subsequently filed a lawsuit against the Department of Homeland Security and private prison operator CoreCivic after being denied inspection access to the facility.

Everlee Amelia Wihongi, a 37-year-old New Zealand citizen and lawful permanent resident who moved to the U.S. at age six, was detained by CBP at Los Angeles International Airport on April 10, 2026, upon returning from a family trip to New Zealand for an uncle's 80th birthday. DHS cited a 2014 felony conviction for THC possession in Fond du Lac County, Wisconsin, as grounds for detention, saying it rendered her inadmissible. During her transfer to the Eloy Detention Center in Arizona, she was forced to sleep on the floor while shackled for 14 hours, denied food and water, and not permitted to bathe. She was transferred between facilities in California, Texas, Montana, and Arizona without notice to her family or attorney, causing her to miss a scheduled legal meeting. Her brother Avaiiki said ICE was "largely unresponsive" and offered the family little more than instructions for his sister to "stay compliant." New Zealand Foreign Minister Winston Peters said consular officials were assisting but could not intervene in U.S. immigration decisions. DHS said Wihongi was placed in removal proceedings and will remain in custody.

Miguel was detained by ICE on May 10, 2026, while sitting parked in his car. He has three children who are experiencing emotional distress from his absence. His family is fundraising for legal representation to fight his case and prevent his deportation to Mexico.

Three fruit vendors from Puebla, Mexico were detained by federal immigration agents on Monday morning, May 10, 2026, near Verde and Tremont streets in the Boyle Heights area of Los Angeles. The detention occurred around 8:35 a.m. as the men were preparing to load their produce carts, in close proximity to Santa Teresita School, a Catholic elementary school. Video footage from a home surveillance camera captured the operation involving agents in unmarked vehicles. The three men were taken into custody and are being held at the Metropolitan Detention Center. Three people working on a truck in Boyle Heights were detained by apparent federal ICE agents Monday morning near Verde and Tremont streets, steps away from Santa Teresita School, a Catholic elementary school. Video from home surveillance showed agents rushing out of vehicles to detain the men around 8:35 a.m.

Silvino Hernandez-Pantoja was detained by ICE officers on May 8, 2026, after fleeing from law enforcement during a traffic stop of a vehicle in which he was a passenger. Officers pursued him on foot for 5-10 minutes before detaining him pursuant to an administrative arrest warrant. Hernandez-Pantoja has lived in the United States for an unspecified extended period without having been admitted. He is currently detained at Mesa Verde Detention Facility. The court granted his petition for writ of habeas corpus and motion for temporary restraining order, ordering respondents to provide him a bond hearing before an immigration judge within 14 days pursuant to 8 C.F.R. § 1236.1(c)(8), where he must demonstrate he is not a flight risk or danger to community safety. If respondents fail to provide the hearing within 14 days, he shall be immediately released.

ICE agents conducted a 9-hour standoff at a residential property in Antioch, California, and arrested Miguel Antonio Blanco, who lived at one address. The agents were targeting Gerson Manuel Portillo-Escobar, wanted for human trafficking, who lived a few houses away at a different address. According to the family, agents were told multiple times they had the wrong person but proceeded with the arrest anyway.

Sandra Orozco Velazquez was detained by Immigration and Customs Enforcement (ICE) in San Francisco. She filed a habeas corpus petition challenging her detention on due process grounds. The federal court granted a temporary restraining order for her release and then issued a preliminary injunction requiring ICE to provide her a pre-detention hearing before a neutral decisionmaker.

Ytalo Pierre Montalvan Vasquez is a Peruvian citizen who was paroled into the United States on March 12, 2022 to pursue asylum. He has complied with all immigration procedures and court orders, has no criminal history, and has established ties to the community. After an immigration judge issued a removal order, Petitioner timely appealed to the Board of Immigration Appeals and requested a custody redetermination. On April 23, 2026, the immigration court denied his bond request, finding the immigration judge lacked jurisdiction. Petitioner was detained at Adelanto ICE Processing Center in California. On May 13, 2026, the federal district court granted his habeas corpus petition, finding that his continued detention violated his Fifth Amendment due process rights because he had a liberty interest in his prior conditional release status and was denied procedural safeguards before re-detention. Manuela Hernandez, an asylum seeker from Colombia, was detained at California City's detention center for five months after her electronic monitoring device broke during a household accident in December 2025. She reported severe medical decline in custody, including fainting spells and a bacterial infection, while ICE pursued federal charges for property destruction. After her legal team filed a habeas corpus petition arguing the break was unintentional, she was released on May 4, 2026, and has reunited with her family while continuing her asylum case.

Federal Magistrate Judge Joel Richlin ordered the release of Darwin Ortega Montufar from ICE custody on April 24, 2026, finding his arrest and detention violated his constitutional due process rights. A Mexican asylum-seeker who fled cartel violence in Michoacan in 2019 was arrested by ICE at her check-in appointment in Santa Rosa in May 2026, separating her from her three children ages 2, 13, and 19. After texting her daughter to bring the younger children home, she was held in a freezing cell with little food before being transported toward a detention center. Honglei Han filed a petition for writ of habeas corpus requesting immediate release and prohibiting transfer or deportation without a hearing before a neutral decisionmaker. The court found that the government violated his due process rights by failing to provide a pre-deprivation bond hearing before a neutral arbiter before re-detaining him. The court ordered his immediate release with the same conditions he was subject to prior to his April 30 detention, and required that any future re-detention must be preceded by at least seven days' notice and a constitutionally compliant pre-deprivation bond hearing.

Anita Garcia, a volunteer with SBResiste rapid response network, was physically restrained and allegedly punched by ICE agents while observing an enforcement action at the Secure Continuous Remote Alcohol Monitor office in Santa Barbara on April 30. Garcia had arrived after receiving a tip about ICE activity and entered the building to document the agents' activities. The agents accused her of impeding their work and physically restrained her against a wall, according to Garcia's account.

Iris Juliana Alvarenga de Vargas, a Nicaraguan citizen, was placed in removal proceedings in December 2022 and charged with inadmissibility for entering the United States without inspection. She was initially released on an Order of Recognizance but was recently re-detained and held at the Adelanto ICE Detention Facility. The court granted her temporary restraining order requiring an individualized bond hearing within 7 days.

Elroy Rangel Morales, a Mexican citizen who had lived in the U.S. for over 16 years, was detained by ICE after being pulled over for speeding on April 29, 2026. He had approved immigration applications and no criminal history but was held without a bond hearing under a new government interpretation of detention law. The court ordered his immediate release, finding his detention violated due process rights.

Rosedeep Manhas was lawfully admitted to the United States on a C-1 crewman visa with authorization to remain until April 12, 2021. He stayed in the country after his visa expired and filed an asylum application in June 2021. On April 29, 2026, more than five years after his visa expiration, immigration officials arrested him. The U.S. District Court for the Eastern District of California granted his petition for writ of habeas corpus, finding that his five-year period of continuous release after visa expiration created a protected liberty interest. The court ordered his immediate release from custody at the Central Valley Annex detention facility and enjoined respondents from re-detaining him without notice and a hearing before an immigration judge pursuant to 8 U.S.C. § 1226(a).

Jaime Ernesto Alvarez-Gonzalez, 53, pleaded guilty to impersonating a U.S. Border Patrol agent and disrupting deportation operations in San Diego on January 8. He modified a black Ford F-150 with law enforcement-style features and followed a real Border Patrol agent, causing the officer to abandon his mission for safety. Alvarez-Gonzalez coordinated multiple vehicles to harass and chase federal agents onto the highway and possessed firearms despite being prohibited from doing so.

Hellen Yulissa Garcia Alfaro, a non-citizen, was detained at Adelanto ICE Processing Center for entering the United States without inspection. She was denied bond eligibility under a recent immigration decision but challenged her continued detention. The court granted her petition and ordered that she be provided a bond hearing within seven days or be released.

Santiago Medrano was detained by ICE on April 28th, the same day his family received keys to their new home. His wife María and their five children are fundraising to cover legal immigration expenses and other costs while he remains in detention.

Victor Alonso Molina filed a Petition for Writ of Habeas Corpus in the United States District Court for the Central District of California, Eastern Division against Shannon Dicus and other respondents. On May 26, 2026, the court issued an order granting Molina's petition for writ of habeas corpus. On May 29, 2026, the court entered final judgment granting the habeas corpus petition without requiring any further proceedings. The judgment was consistent with the reasons and findings set forth in the May 26, 2026 order. The case was decided by United States Magistrate Judge Angela C. C. Viramontes.

ICE arrested Rafael Garcia, a Mexican national, along with multiple other individuals convicted of serious crimes including child sexual abuse, assault, and kidnapping. Garcia was specifically convicted of continuous sexual abuse of a child in Fresno County. ICE stated it would continue enforcement targeting individuals it described as threats to public safety.

Makka Okunchaeva, a Russian citizen, was detained by ICE on April 24, 2026, during a routine check-in after living freely in the United States for four years since her 2022 release. She had been released on parole/supervision in April 2022 after ICE determined she was not a flight risk or danger to the community, and had been attending yearly check-ins with no criminal record. The court granted a temporary restraining order requiring her immediate release, finding her detention violated due process rights as she received no notice or hearing before re-detention.

Isaac Villegas Molina, a Pasadena resident and lead plaintiff in federal litigation challenging ICE enforcement operations, was arrested by federal agents on June 18, 2025, at a bus stop along with two other day laborers. He was released on bond in July 2025. On April 17, 2026, Villegas was arrested again by ICE during an appointment with the Alternatives to Detention-Intensive Supervision Appearance Program. His lawyer filed a habeas petition alleging the arrest was unlawful, without a warrant, and retaliatory given his pending removal case hearing. Following the arrest, a federal judge issued a temporary restraining order. Villegas was released from Adelanto Detention Center after community outcry and advocacy from supporters including local elected leaders and the National Day Laborer Organizing Network (NDLON).

Ten crew members from Disney Cruise Line were arrested by ICE agents on April 23, 2026, as the Disney Magic ship was being unloaded at the B Street Cruise Terminal in San Diego. The arrests occurred in full view of disembarking passengers, including children. Two days later on April 25, ICE returned to the same terminal and arrested four additional crew members from Holland America's MV Zandaam.

ICE agents detained a man on April 23, 2026, at the Sonoma County Jail while he was in the process of being released after a court hearing. The arrest occurred in the transportation hall between the release paperwork area and the public lobby, where his sister was waiting.
