All four men were released and had been held at an immigration detention center at Angola prison.

Melissa Tran, a Maryland mother of four and former health care worker, was shackled at her wrists, waist, and ankles without food or water for over 10 hours before takeoff on an ICE deportation flight operated by Omni Air International. She remained shackled for approximately 80 hours total across a multi-day journey to Hanoi, Vietnam. Her wrists became dented and red from the restraints. She reported soiling herself during the flight and described feeling like she was less than an animal.

A former ICE detention officer named David Courvelle pleaded guilty in federal court to sexually abusing a woman while she was in federal custody at an ICE facility in Louisiana over several months. Courvelle faces up to 15 years in prison and fines up to $250,000.

Cecil Elvir-Quinonez, a 25-year-old Honduran national who has lived in the U.S. since 2014, was arrested on New Year's Eve 2025 after being stopped for speeding in Louisiana. The advocacy coalition has urged ICE to release all pregnant detainees.

A 20-year-old student from Ghana with legal asylum protections was deported to Cameroon in mid-January 2026 as part of a secret third-country removal program. She was transferred in handcuffs and shackles and held in detention in Yaoundé without documentation or due process.

Farah, a 21-year-old Moroccan woman granted protection from removal by an immigration judge in August 2025, was deported by U.S. authorities to Cameroon in January 2026 without due process. Three days before a scheduled hearing on her release, ICE agents detained her and placed her on a flight to Cameroon; after she refused to remain there, she was flown to Morocco despite facing persecution for her sexual orientation. She is among dozens of migrants deported to third countries despite holding legal protections from immigration judges, part of a broader policy to encourage voluntary departure.

A 21-year-old Moroccan woman with a U.S. immigration judge's ruling prohibiting her return to Morocco was deported to Cameroon in mid-January 2026 as part of a secret third-country removal program. David Courvelle, a former contract detention officer at the South Louisiana ICE Processing Center in Basile, Louisiana, pleaded guilty to sexually abusing a Nicaraguan detainee in federal custody. Between May and July 2025, Courvelle engaged in multiple sexual encounters with the detainee inside the facility, including in a janitorial closet, while enlisting other detainees to act as lookouts. He also smuggled gifts into the facility to maintain the relationship. The case was uncovered when investigators obtained recordings of phone calls between Courvelle and the detainee, prompting his resignation.

Walter Francisco Cerrato Cabrera, a 48-year-old Honduran deckhand who had worked on oyster boats for 20 years, drowned on December 18 while jumping into Bayou La Loutre to avoid U.S. Coast Guard agents who had stopped at the docks. Cerrato and a younger coworker jumped from their boat when agents approached, but Cerrato, who could not swim, drowned in the bayou. The incident occurred amid increased immigration enforcement operations in lower St. Bernard Parish.

Vilma Cruz, a 38-year-old Honduran national, was arrested by ICE agents in Kenner, Louisiana during an operation called "Catahoula Crunch." Her 18-year-old son, Jonathan Escalante, a U.S. citizen, is now the sole caregiver for his 9-year-old sister and worries about being detained himself despite being a citizen.

Neysis Mairena, a Nicaraguan immigrant six months pregnant with twins, was hospitalized while in ICE detention at the Basile, Louisiana processing center after experiencing contractions. She was shackled to a hospital bed during her hospitalization. Mairena had been arrested on allegations of child endangerment related to an incident in which her 7-year-old daughter was present during an altercation with her partner; her attorney states she was acting in self-defense. She was released from detention on November 26, 2025, following a news outlet's inquiry into her case.

Jacelynn Guzman, a 23-year-old U.S.-born citizen, was chased by masked Border Patrol agents to her home in Marrero, Louisiana while walking from a corner store. The agents were conducting a targeted enforcement operation but mistakenly pursued Guzman, who was not the intended target. The agents stopped at the property line and left after the altercation.

In Denham Springs, Louisiana, more than a dozen schoolchildren were lined up waiting for the school bus at Plantation Oaks Trailer Park when masked Border Patrol agents in multiple cars sped along the highway in front of their neighborhood with sirens blaring. Agents were pursuing an air-conditioning work truck. Terrified and crying, children ran when they saw a man pulled from his truck and slammed face-first into the ground. A witness reported that around eight of the schoolchildren actually made it onto the school bus.

Elder Chavez, an 18-year-old from Honduras who was granted Special Immigrant Juvenile Status (SIJS) in September 2024, was detained by ICE in December 2024 after Alabama state police pulled him over for speeding and driving without a license. Despite presenting documentation proving his legal protected status, officers contacted ICE and took him into custody. Chavez came to the United States in 2022 at age 14 to live with his older sister Maryuri after being abandoned by his parents in infancy. A high school junior excelling in welding and carpentry classes, Chavez was transported to Winn Correctional Center in Louisiana, where he has remained detained for seven months facing deportation and unable to continue his green card application process. His English teacher Carmen Bahena, sister Maryuri, and local pastors Andy Yarnell and Beth Johnson have described him as kind, hardworking, bright, and gentle; since his detention, Chavez has missed prom, the birth of his nephew, and months of school.

During an August 11, 2025 joint patrol at Lake Borgne with U.S. Coast Guard, Customs and Border Protection, and the Louisiana Department of Wildlife and Fisheries, three men were detained by federal agents for immigration issues despite officers reporting no witnessed crimes or civil violations. Two of the men had legally entered the U.S. but overstayed their authorized time; the third allegedly entered without authorization.

Detainees reported facing medical neglect, retaliation for reporting abuse, and having their complaints systematically ignored by ICE officials. Four detainees filed administrative complaints under the Federal Tort Claims Act, and civil rights complaints were submitted to DHS oversight bodies by RFK Human Rights, the ACLU of Louisiana, and the National Immigration Project.

Marie, a graduate student and lawful visitor to the United States, was detained for more than 20 weeks at Basile detention center during a high-risk pregnancy. He arrived at the U.S. border later that year; his pregnant wife was released on parole but he remained in ICE custody. On September 30, 2025, despite his resistance and pleas that he would be killed if returned, he was placed in a restraint jacket and forcibly deported on a flight from Alexandria, Louisiana. After the plane arrived in Tehran, ICE handed over his belongings—including his cell phone and communications with his lawyer—to Iranian authorities. The man, who is Kurdish, fled over 300 miles west to Iraqi Kurdistan that first night. His wife and newborn child, who remain in Kentucky, have not seen him since.

Paola Clouatre, a Mexican-born woman and wife of a Marine Corps veteran, was detained by ICE on May 27, 2025, while breastfeeding her three-month-old baby during an adjustment of status interview. She spent two months in ICE's detention center in Monroe, Louisiana before being released after her husband and Senator John Kennedy's office advocated for her case. An immigration judge granted her motion to reopen her case and she was released while her legal process continues.

Edilberto Suarez Vergara, a Cuban citizen who had been under ICE supervision since 2006, was detained by ICE in July 2025. He was held at Camp 57 in Angola, Louisiana, then transferred to Arizona where he was scheduled for deportation to Mexico. The court granted a temporary restraining order blocking his removal, finding he was denied proper notice and hearing before being deported to a third-party country where he has no connections.

Vilma Palacios, 22, a recent LSU Health New Orleans School of Nursing graduate who had accepted a job at Touro Infirmary, was arrested by ICE agents on June 26, 2025, while attempting to get a vehicle inspection sticker. She has been detained at the South Louisiana ICE Processing Center in Basile for six months. Palacios had previously been granted a work permit and had applied for asylum as a child, fleeing Honduras at age 6.

Sinri Baltazar, a member of the Afro-indigenous Garifuna community from Honduras, was first separated from her then-5-year-old daughter in 2018 under the Trump administration's family separation policy. In 2024-2025, immigration officials presented her with a document they claimed would allow her family to stay together, but it actually facilitated their removal. She was deported with her three children, including one who is a U.S. citizen. Under a federal judge's order in April 2026, she was allowed to return to Louisiana with her three children. The family is currently living with an acquaintance from church while working to reestablish stable housing. Baltazar expressed gratitude that her children could seek a better life but emphasized the family's desire for a safe home of their own.

A 23-year-old South American woman has been held at Richwood Correctional Center in Monroe for over a year despite an immigration judge's June 2025 ruling that she cannot be deported to her home country due to fear of torture based on her queer identity. The Trump administration has since sought to deport her to the Democratic Republic of Congo, a country where she has no connections, does not speak the language, and where LGBTQIA2S+ individuals face persecution. Her sister reports the woman has experienced physical and psychological decline during her prolonged detention.

ICE agents arrested Paola Clouatre, a 25-year-old mother of two and wife of a Marine Corps veteran, at a USCIS office in New Orleans on May 27, 2025, following her permanent residence status interview. She was detained based on a final order of removal issued in 2018 that she was unaware of due to a missed immigration hearing by her mother. Her husband, Adrian Clouatre, is caring for their two young children while seeking to overturn the removal order through an emergency motion.

V.M.L., a 2-year-old U.S. citizen born in Baton Rouge, Louisiana, on January 4, 2023, was detained by ICE on April 22, 2025, during a routine check-in at an Intensive Supervision Appearance Program office in New Orleans. She was apprehended alongside her undocumented mother and 11-year-old sister. When her father provided citizenship documents and his attorney filed emergency motions for habeas corpus and a temporary restraining order to prevent deportation, an ICE officer told the father they would deport his family anyway. The child and her mother were deported to Honduras on April 25, 2025, before the court could rule on the legal motions. The mother was held in an undisclosed location, cut off from family and counsel, and reportedly coerced into accepting deportation under duress. Federal Judge Terry Doughty expressed strong suspicion that the government deported a U.S. citizen "with no meaningful process" in violation of due process protections and scheduled a hearing for May 16 to investigate.

ICE deported at least two families including three U.S. citizen children aged 2, 4, and 7 from New Orleans in early morning operations on April 25, 2025. The families were held without legal access. U.S. District Judge Terry Doughty wrote that the child was sent to Honduras "with no meaningful due process" and expressed "strong suspicion that the Government just deported a U.S. citizen." The mother's attorney stated that ICE mischaracterized the removal as the mother's voluntary choice and that she was pregnant and prevented from contacting lawyers or family to make arrangements.

Amilcar Lisser-Posadas, a 29-year-old Honduran national and former DACA recipient with two U.S. citizen daughters, was apprehended in Shelby County, Tennessee in March 2025 for driving with an expired license and transferred to ICE custody. He was moved between multiple detention facilities over four weeks and filed a legal request citing fear of persecution in Honduras, which received no response. At Alexandria Staging Facility, he was detained for approximately 12 days in overcrowded conditions with inadequate sanitation, food, and medical care—arriving sick with chest congestion, fever, and ear infection but receiving no medication until the final two days. On April 23, 2025, he was deported to Honduras on GlobalX charter flights despite his pending legal request. He was later apprehended again at the southern border in May 2025 attempting to reunite with his family and is now facing deportation again from a federal prison.

Carlos, a Venezuelan national with approved Temporary Protected Status, was detained by ICE in February despite having valid TPS. He describes detention conditions as prison-like, with expensive phone calls and inadequate medical care. Nearly 48,000 people are currently in ICE custody, the highest number since 2019, as advocates demand releases and an end to mass detention expansion.

In Louisiana, ICE detained two mothers during routine check-ins and deported them within days to Honduras with their children. Three of the children — ages 2, 4, and 7 — were U.S. citizens. One mother was pregnant, and one child had a rare form of cancer. ICE deported the child without medication or a chance for doctors to advise on care.

Alicia arrived for a routine ICE check-in in Louisiana in April 2025 and was detained without warning at Basile detention center. She soon discovered she was pregnant. In detention, she received inadequate food and in May began experiencing severe abdominal pain, cramping, and bleeding. At an emergency room, medical staff performed an invasive uterine test without her consent and informed her she had miscarried. ICE returned her to Basile that same night, where she remained detained for two more months despite continued heavy bleeding, swelling, fever, and severe uterine pain. Repeated sick call requests went unanswered. ICE deported her in July 2025, separating her from her children, and she later required hospital care for a severe infection acquired in custody.

Wendy Brito, an asylum-seeker from El Salvador and mother of three living in the New Orleans area, was detained after attending a routine check-in with Immigration and Customs Enforcement. She has been in the U.S. for 15 years and volunteers at a local elementary school. Her partner Kremly Marrero said officials told the family she was taken because of "new regulations under the new administration." Brito is now held in Basile, Louisiana, nearly 200 miles away from her home and children.

In New Orleans, ICE called Arely Westley, a trans-Latina immigrant advocate, into the field office after telling her they wanted to offer her less restrictive monitoring in recognition of her community leadership. She was detained when she arrived at her check-in. She had received the Robert & Ethel Kennedy Human Rights Center annual human rights award in 2024 and was in the process of obtaining a visa for trafficking survivors.

A Venezuelan mother of two arrested during an ICE check-in in January 2025 remains detained and faces deportation despite pending asylum and trafficking visa applications. She was allegedly trafficked to the US in 2023 and subjected to sexual abuse, forced labor, and physical violence. Her lawyers filed a habeas corpus petition in February 2025, alleging unlawful detention and violations of due process rights. Her alleged trafficker, a foreign national, remains free and has reportedly tracked her down at a Maryland church where she sought refuge.
