Maryland mother shackled for 80 hours before deportation flight to Vietnam

Feb 4, 2026Baltimore, MDVietnam

Melissa Tran, a Vietnamese refugee who legally entered the U.S. in 1993 and built a life in Maryland as a mother and former health care worker, was detained by ICE for over five months following a routine immigration check-in in Baltimore tied to a non-violent theft conviction from her teenage years in 2001. A federal judge ordered her release in October 2025, finding continued detention unnecessary, but she still faced a 2003 removal order. Though Vietnam had previously refused to accept her for two decades, the country agreed to take her back, and she was deported in November 2025. During the deportation process, she was shackled at her wrists, waist, and ankles for roughly 80 hours total, including over 10 hours before her flight with no food or water, operated by Omni Air International. She reported her wrists became dented and red from the restraints, that she soiled herself during the journey, and described feeling 'less than an animal,' while recalling poor hygiene conditions during her detention.

Feb 1, 2026MDVenezuela

A Venezuelan woman identified only as 'Flora' to protect her safety was arrested during a routine ICE check-in and remains detained, despite pending asylum and trafficking visa applications. Flora says she was trafficked to the U.S. in 2023 and subjected to sexual assault, forced labor, and physical abuse, and her lawyers say she had recently reported herself as a trafficking victim to federal authorities before her detention. She is now held at a facility in Monroe, Louisiana, while her two children, ages 18 months and four years, have been separated from her and remain in the care of volunteers at the Maryland church where the family had previously sought refuge. Her alleged trafficker remains free. Her legal team has filed a habeas corpus petition arguing her detention violates the Trafficking Victims Protection Act, noting that at least 41 other trafficking survivors have filed similar petitions since early 2025.

Jan 28, 2026Baltimore, MD

A viral video shows dozens of detainees held in overcrowded conditions at ICE's Baltimore Field Office without adequate beds, bathrooms, or hygiene products, with individuals held for up to 10 days in a short-term processing facility. Maryland lawmakers, including U.S. Senators and Representatives, have been denied or are awaiting permission to visit the facility to observe conditions firsthand. Detainees have reported allegations of beatings and inadequate food and medical care, and the footage has reignited concerns about detention conditions amid an ongoing federal lawsuit alleging constitutional violations.

Driver detained after ICE accessed Maryland license database without warrant

Jan 10, 2026Howard County, MDEl Salvador

ICE agents in Maryland used the state's driver's license database to conduct license plate checks in January 2026 without a traffic violation or warrant, detaining Santos Alvarenga-Rodriguez, 47, a Salvadoran citizen, based on license restrictions. The operation, part of "Operation Take Back America," ran checks on approximately 10 vehicles, with nine resulting in no enforcement action. Nearly a quarter-million Maryland drivers carry similar license restrictions, which can indicate various factors unrelated to immigration status. Alvarenga-Rodriguez resisted during the encounter and was charged with assaulting and resisting officers.

Maryland contractor shot by ICE agents on Christmas Eve, later released after nine months in custody

Dec 24, 2025Glen Burnie, MDPortugal

Tiago Alexandre Sousa-Martins, a 30-year-old Portuguese immigrant who arrived in the U.S. at age 13 and became a licensed general contractor and homeowner in Baltimore, was shot multiple times by ICE agents during a targeted enforcement operation in Glen Burnie, Maryland, on Christmas Eve while driving to an electrical job. Agents said they fired after Sousa-Martins allegedly tried to run them over; his van then crashed into a tree. Anne Arundel County Police later contradicted DHS's account, saying one person DHS identified as a passenger in the van was actually already in ICE custody in a separate vehicle at the time of the shooting. Sousa-Martins was hospitalized for about two weeks with spine, lung and thigh injuries before being detained at facilities in Maryland and Virginia, where his attorneys said ICE denied him prescribed medication and physical therapy. He had applied for a visa for trafficking survivors, citing abuse by his father, and was protected from deportation under a Fourth Circuit Court of Appeals ruling. After pleading guilty to damaging government property and being sentenced to time served, a federal judge granted his habeas petition and ordered his release after nearly nine months in custody, reuniting him with his partner and two young sons. "Today, I can finally say I am free," he said, while advocacy group We Are CASA said it continues seeking accountability from ICE.

A relative who witnessed the chase said agents in unmarked vehicles rammed his car and beat him while pulling him from the vehicle, while ICE and DHS said agents fired after Araujo-Mejía failed to stop and drove into several ICE vehicles, nearly striking an agent before crashing between two buildings. He suffered a head wound requiring 29 stitches, fractures to his vertebrae and skull, and was later listed in fair condition at a Maryland trauma center. A passenger from Portugal was also injured in the crash. His family said hospital policy prevented them from visiting him or receiving updates on his condition, and Maryland Gov. Trans Brazilian woman violently pulled from car by ICE agents outside D.C.

Aug 23, 2025Silver Spring, MDBrazil

Alice Correia Barbosa, a transgender Brazilian woman, was detained by plainclothes ICE agents on August 23 after being pulled from a car in Silver Spring, Maryland, near Washington, D.C. Video of the arrest showed multiple men unbuckling and forcibly removing her from the vehicle while misgendering her. DHS said Barbosa overstayed her B-2 tourist visa by nearly six years and cited prior arrests for drug possession as reasons for the detainment; a senior DHS official also referred to her by her birth name and male pronouns when asked for comment. She has since been held at the Caroline Detention Center in Virginia, and ICE has announced plans to deport her. Brazilian Congresswoman Erika Hilton called the arrest unconstitutional and asked Brazil's Foreign Ministry to intervene, and the Brazilian Consulate General in Washington said it is monitoring the case and providing consular assistance. A friend, describing her as a vibrant volleyball player and beloved daughter, started a GoFundMe to help fund her legal defense.
