The Department of Homeland Security filed court documents claiming that critical surveillance footage from ICE's Broadview detention center was never recorded, rather than lost as previously stated. The footage from October 20-31, 2025 was sought as evidence in a class action lawsuit by detainees alleging subhuman conditions including insufficient food and water, extreme temperatures, poor sanitation, and abusive officers. DHS also argues the footage would be irrelevant because conditions have since improved.

A federal lawsuit filed by Public Counsel, CHIRLA, Immigrant Defenders Law Center, and Willkie Farr & Gallagher LLP challenges conditions at the Adelanto ICE Processing Center, alleging denied medical care, inadequate nutrition, unsanitary conditions, and retaliation against detainees who speak out. The lawsuit names four plaintiffs and references at least two deaths in custody, including that of Ismael Ayala-Uribe in September 2025. Detainees report untreated infections, denied seizure medication, disease outbreaks, and insufficient food and water.

Elinor Hilton, a Portland resident, was recording federal agents conducting an immigration enforcement operation at a Home Depot when agents captured her face and license plate with their phones. One agent told her, "I hope you know that if you keep coming to things like this, you are going to be on a domestic terrorist watchlist. Then we're going to come to your house later tonight." Fearful of the threat, Hilton did not stay at her home that night. She has since reduced how often she observes federal agents, now parking her car several blocks away from her home and family members' homes and leaving her personal phone at home when observing, fearing federal agents might recognize her car and detain her. She is a co-plaintiff in the federal class action lawsuit challenging DHS's surveillance and intimidation of observers.

The ACLU filed a class-action lawsuit against the Trump administration on behalf of three Minnesotans in connection with stops and arrests by ICE and CBP. A 20-year-old U.S. citizen named Mubashir Khalif Hussen was arrested by masked ICE agents on December 10, 2025, while walking to lunch in Cedar-Riverside. Hussen repeatedly stated he was a citizen. The lawsuit challenges practices involving stops and arrests by ICE and CBP.

A Minneapolis resident and photographer was sprayed in the face with chemical irritant by an ICE agent while photographing federal officers conducting an arrest on Lake Street. He was standing approximately 10 feet away from officers when one agent screamed profanities and immediately sprayed him, causing blindness and extreme pain. This declaration is part of a class action lawsuit against DHS, ICE, and other federal agencies challenging their enforcement activities.

ICE agents arrested Mubashir Hussen, a 20-year-old U.S. citizen of Somali descent, in Minneapolis's Cedar-Riverside neighborhood during Operation Metro Surge in December 2025. Video footage documented agents slamming him against a door, placing him in a chokehold, and handcuffing him despite his repeated statements and multiple displays of his U.S. passport and identification. He was released after approximately two hours once agents confirmed his citizenship status. Hussen subsequently became the lead plaintiff in a class-action ACLU lawsuit, Hussen v. Noem, which documents a broader pattern of ICE and CBP detaining U.S. citizens, legal residents, and individuals with pending legal status across Minnesota. The lawsuit, supported by 29 sworn declarations, found that 100% of documented cases involved individuals with legal status, with Somali and Latino communities apparently systematically targeted based on appearance during Operation Metro Surge.

During Operation Metro Surge from December 2025 through February 2026, ICE arrested over 4,000 people in Minneapolis under a reinterpretation of a 1996 law requiring detention without bond. Federal judges, including U.S. District Judge Patrick J. Schiltz, found that ICE violated court orders in at least 113 cases involving 77 people by January 28, 2026, and the violations continued thereafter. Of 66 cases examined by The Washington Post, 52 involved immigrants with pending applications for asylum or other legal status, none with final deportation orders; most were not criminals and over one-third had lived in the United States for more than a decade. The operation targeted immigrants with valid work permits, pending asylum applications, and temporary protected status despite government claims of prioritizing serious criminals.

Two brothers, both U.S. citizens, were arrested in January 2026 without being asked about their immigration status during warrantless enforcement operations across North Carolina. They are among five plaintiffs in a federal class-action lawsuit filed in February 2026 against DHS, ICE, and CBP, alleging widespread warrantless arrests without probable cause.

The Miccosukee Tribe is pursuing legal challenges against the "Alligator Alcatraz" immigrant detention facility in the Everglades, arguing that Florida's acceptance of $608 million in federal funds for the facility strengthens their case. The Tribe contends the facility was constructed unlawfully on public lands without required environmental review and poses risks to their 11 villages and the fragile ecosystem. Multiple lawsuits have been filed opposing the detention center, including claims regarding inadequate legal access for detainees and lack of federal authority for state operation.

Seven people detained by ICE at a California immigration detention center filed a lawsuit against the Trump administration on November 12, describing severe medical neglect and inhumane conditions. One detainee, Fernando Viera Reyes, reports being denied medication and urgent treatment for likely prostate cancer while in custody.

Abdikadir Abdi Noor, a 43-year-old Somali-American citizen from Fridley, was pulled over and arrested by ICE on December 15 outside Karmel Mall in Minneapolis. He is a named plaintiff in an ACLU lawsuit alleging ICE violated constitutional rights of observers and protesters during the agency's ramped-up raids in Minnesota targeting the state's Somali community.

Six foreign nationals were arrested between November 2025 and January 2026 and charged with being inadmissible as persons present without admission in the United States. They were detained at the Adelanto Detention Center and Desert View Annex without individualized bond hearings. The court granted a temporary restraining order requiring bond hearings within 7 days or immediate release.

Susan Tincher, a 55-year-old Minneapolis resident, was detained by ICE agents while filming them arresting someone from a nearby house during Operation Metro Surge. Tincher said she was recording on her phone when agents tackled her to the ground and detained her for allegedly not moving back when ordered. She is one of six Minnesotans who sued DHS this week, alleging ICE has carried out an unprecedented attack on civil liberties. ICE officials disputed the account, stating Tincher was arrested for allegedly assaulting an agent, attempting to break through a security perimeter, ignoring lawful commands, and becoming violent.

Alan Crenshaw, a 35-year-old Minneapolis resident, observed and filmed ICE arresting a U.S. citizen on December 9. As officers were leaving the scene, one agent leaned out of a car window and pepper sprayed Crenshaw. He is a named plaintiff in an ACLU lawsuit alleging ICE violated constitutional rights of observers and protesters.

Susan Tincher was arrested on December 9 while standing on a sidewalk observing an ICE raid in north Minneapolis. Officers pulled her to the ground, handcuffed her face-down in the snow, transported her to the Whipple Federal Building at Fort Snelling, shackled her legs, removed her wedding ring and boot laces, and held her in a cell for five hours before releasing her. She is one of six named plaintiffs in an ACLU lawsuit alleging ICE agents routinely violated constitutional rights of people protesting their actions.

John Biestman and Janet Lee, a married couple in their late 60s from Linden Hills, followed an ICE vehicle after a December 7 raid at Church of the Assumption of the Blessed Mary in Richfield. ICE agents boxed in their car, pointed guns at them, and threatened to arrest them. They are named plaintiffs in an ACLU lawsuit alleging ICE violated constitutional rights of observers and protesters.

Lucia Webb, a 31-year-old Minneapolis resident, followed two ICE vehicles to the park-and-ride outside the Whipple Building on December 3. Officers boxed her in, surrounded her car, and threatened to arrest her. She is a named plaintiff in an ACLU lawsuit alleging ICE violated constitutional rights of observers and protesters.

Mubashir Khalif Hussen, a 20-year-old U.S. citizen, was stopped and arrested by multiple masked ICE agents in the Cedar-Riverside neighborhood of Minneapolis while walking to lunch in December 2025. Despite repeatedly telling agents "I'm a citizen" and attempting to show his driver's license and passport card—which his employer also tried to show through the vehicle's windshield—agents refused to examine his identification. He was held for several hours and shackled in a detention center before being released after showing a photo of his passport. Federal Judge Eric Tostrud found in March 2026 that Hussen was detained based solely on his race or ethnicity in violation of the Fourth Amendment, in a case brought by the ACLU of Minnesota against ICE and Border Patrol during Operation Metro Surge.

Federal immigration enforcement officer Bovino was found by U.S. District Judge Sara Ellis to have lied about a rock-throwing incident used to justify deploying tear gas against protesters in Chicago's Little Village neighborhood during Operation Midway Blitz. Video evidence contradicted his claim that he was hit by a rock before throwing tear gas, and the judge issued a preliminary injunction against federal immigration agents for violating her temporary restraining order by using force without warning.

ICE states that video footage from Broadview Detention Center was lost in a system crash on October 31, one day after the facility was sued on October 30 for allegedly abusing detainees. Two weeks of surveillance footage was reportedly destroyed. Government lawyers stated they lack resources to preserve surveillance footage.
