A federal judge held the Department of Homeland Security in contempt for failing to comply with an order to produce digital imaging of personal cellphone communications from more than 800 immigration agents involved in 2025 Los Angeles enforcement operations. DHS paid a $3,500 fine after the judge found the agency had been given ample time to turn over the phones and failed to show why it could not comply. ACLU attorneys argue the phones may contain evidence of racial profiling, citing instances where agents allegedly used racial slurs to identify people to stop. DHS had previously said it was processing only three phones every two weeks, a pace that would have taken nearly four years to complete.
