The judge imposed a $500 daily fine and ordered attorney fee reimbursement, finding the noncompliance was intentional and not made in good faith. ACLU attorneys argue the phones may contain evidence of racial profiling, citing text messages where agents allegedly used racial slurs to identify people to stop.
