Colombian food delivery driver fatally shot by ICE officer at Maine traffic stop, not the intended target

Joan Sebastian Durán Guerrero, a 25-year-old Colombian national, was fatally shot by ICE officer David Brouillette during a traffic stop in Biddeford, Maine on July 13-14, 2026. Durán Guerrero was lawfully present in the U.S. with work authorization and a Social Security number, working as a food delivery and custodian driver while living with his partner Karolina Rojas and their 3-year-old daughter. He was not the target of the ICE enforcement operation; agents were surveilling a nearby address for someone with a final order of removal. When ICE attempted to stop his vehicle as it left the area, Durán Guerrero's vehicle attempted to leave and the officer fired five times, striking him in the head. His vehicle was then rammed by an ICE vehicle, and he was pronounced dead at the scene. Neighbors and community members described him as quiet, dedicated, a good father, and a valued community member. DHS Secretary Markwayne Mullin initially ordered a pause in traffic stops following the shooting, but President Trump reversed the decision. The FBI declined to conduct a civil rights investigation, though the officer was later revealed to have a history of abusive and violent behavior and possible inadequate vetting. The shooting occurred six days after another fatal ICE shooting in Houston and prompted protests in Biddeford and calls from Maine officials including Governor Janet Mills and Congresswoman Chellie Pingree for thorough investigation. Durán Guerrero's family is seeking to send his body to Colombia for burial, with the Colombian embassy providing assistance.
