Debora Kapisha, a MaineHealth nurse originally from Zambia, was taken into ICE custody at Portland International Jetport on July 30 as two ICE officers conducting targeted surveillance near the security checkpoint identified her with assistance from TSA personnel. Kapisha had overstayed a visa but has a pending asylum claim and was pursuing immigration relief when she was arrested, according to her attorney Kerry Doyle. She was transported to Massachusetts and later released from ICE custody, though federal officials continued pursuing her removal case. Her arrest generated protests from nurses and immigration activists, and was among at least five ICE arrests reported at the Portland Jetport in recent weeks.
