Idaho probation office compiles 'foreign born list' for ICE

Canyon County's Misdemeanor Probation Department in Idaho has been compiling a list of foreign-born people on probation and sharing it with ICE's Boise office, according to over 140 emails obtained by InvestigateWest from May to July 2026. The list, which includes green card holders, people with pending asylum claims, and naturalized citizens, was not validated to confirm subjects lacked legal status, and probation officers also emailed ICE agents the schedules, home addresses, and vehicle details of probationers ahead of appointments. Immigration attorneys and advocates said the practice risks wrongly targeting people with legal status, while the county's probation director said verifying immigration status is the responsibility of federal authorities.
