The St. Paul HSI office had requested the Detroit Metro Airport HSI office send an agent to 'collect evidence in support of potential federal criminal charges' as part of an investigation into Minnesota activists who organized against immigration enforcement. The event, part of a national tour by self-described anarchists involved in ICE resistance during Operation Metro Surge in Minneapolis, drew 75 to 100 attendees. The undercover agent spoke with attendees, including church members, collected pamphlets and stickers, and documented discussions of 'rapid response networks' used to track ICE sightings. Court filings show HSI agents conducted similar undercover surveillance at other events nationwide, including at libraries, parks, and churches in Minneapolis, at Hunter College in New York, and at unrelated peaceful protests in Minnesota.
