Mexico's Ministry of Foreign Affairs announced it has begun filing complaints with U.S. state prosecutors over the deaths of 17 Mexican nationals during immigration enforcement operations or in ICE custody since President Trump returned to office in January 2025. The government sent a cease-and-desist letter to the Adelanto detention center in California, where four Mexican citizens have died, calling for an end to practices such as delays in medical care. Mexico also plans to file a complaint with the U.S. Department of Justice and has written to the UN High Commissioner for Human Rights asking for a review of whether the deaths comply with U.S. international obligations. President Claudia Sheinbaum said Mexico was not seeking confrontation with Washington but could not remain silent about human rights violations against its citizens.
