Cumberland County ends contract holding ICE detainees at county jail

In April 2026, the Cumberland County Board of Commissioners voted 3-1 to end its contract with ICE and stop holding federal immigration detainees at the county jail. The decision followed months of increasing public pressure, with Commissioner Patricia Smith noting public comment grew from near zero to 100 per meeting. The vote came after Gov. Janet Mills signed a bill, LD 2058, giving Maine jails flexibility to accept or refuse immigration detainees held solely for civil immigration violations.
