A Homeland Security Investigations agent, part of ICE, shot and killed 21-year-old Ruben Ray Martinez of San Antonio on South Padre Island last March. The agency alleged Martinez ran over the agent and that the agent fired in response, but body camera footage and subsequent Texas Tribune reporting contradicted that account. Congressman Vicente Gonzalez was the only Rio Grande Valley elected official the reporters found who had publicly commented on the shooting.
