Samuel Guzman, a U.S. citizen born in Maryland and living in Anne Arundel County, was detained by ICE agents in a 7-Eleven parking lot in Annapolis in June, restrained, and taken to another parking lot where he was held alongside other Latino individuals despite repeatedly telling officers he was born in the country. An ICE officer allegedly told him, 'If you are an American citizen, why don't you speak better English?' Guzman is now the lead plaintiff in a class-action lawsuit filed by immigrant rights group CASA against the Department of Homeland Security, which alleges ICE has adopted an 'arrest first, ask questions later' policy of detaining people it perceives to be Brown or Black immigrants without warrants or individualized assessments. Three other plaintiffs, identified only by initials and from Prince George's, Montgomery and Wicomico counties, say they were similarly arrested without warrants and fear being arrested again.
