A man from Pakistan in his early 40s was arrested and initially processed and detained in Baltimore in April 2025 before being transferred to a long-term detention facility in central Pennsylvania, where he stayed nearly three months. Over the following year he was moved 17 more times, three of them back to the same Pennsylvania facility, traveling a total of 11,347 miles before he was conditionally released this summer.
