Border Patrol detained Moises Benitez Diaz, a 27-year-old Raleigh construction contractor, on November 18 during Operation Charlotte's Web. Despite DHS claiming he was a criminal convicted of felony larceny, court records show his charges were dismissed and he completed a misdemeanor diversion agreement.
