Dennys Alcivar Torres, an Ecuadorean immigrant who ran a marketing business and trained as a lawyer in Guayaquil, was detained by ICE agents in an Ogden parking lot on Sept. 3 after leaving a court hearing on traffic citations. Bystander video shows agents pulling him from his parked car, struggling to handcuff him, and forcing him to the ground before an Ogden police officer arrived to assist in cuffing him. Alcivar said paramedics found his vital signs low and he was hospitalized, where a medical worker told him he 'was on the point of dying'; he was later held at an immigrant detention facility in California before his early October release. He addressed the Ogden City Council on Oct. 13, saying the incident 'changed my life, 360 degrees' and demanding a policy letting people file police reports against ICE agents for alleged attacks, while the Department of Homeland Security said he had overstayed his visa and his pending status change application was denied for abandonment.
