Frank Miranda, a 46-year-old U.S. citizen born in Glendale, California, says he was approached by masked plainclothes ICE agents when he arrived for work at a metal shop on Northeast Airport Way in Portland. Agents snatched his driver's license, called him an 'overstay,' threatened to bring a dog, handcuffed him, and kicked his legs out from under him inside a van. He was taken to the ICE facility on South Macadam Avenue, fingerprinted, and held for several hours before being driven back to his workplace without being given a reason for his detention. Miranda's attorney sent a letter to DHS Secretary Kristi Noem indicating intent to seek damages for the incident, which may be the first documented case in Portland of ICE detaining an American citizen.
