On October 17, 2025, Philip Brown, a Black U.S. citizen, was driving on Benning Road NE in Washington, D.C. when police and federal agents patrolling together tried to pull him over for tinted windows and a missing front plate. A Homeland Security Investigations agent fired three shots into his car; Brown was not hit. DHS said he had tried to run down an officer and an agent. Body camera footage released in April 2026 shows he did not appear to be fleeing and the agent was not in front of the car. Brown was jailed for three days on a charge of fleeing law enforcement, and a judge dropped the charge after learning the police report had left out that the agent fired. The U.S. Attorney's Office declined to prosecute the agent. Amnesty International concluded Brown posed no imminent threat and that the shooting was an unlawful use of lethal force.
