ICE Re-Detains Previously Released Individual After Two Years

Harpal Singh Kachur entered the United States on March 31, 2023 and was encountered by immigration authorities. He was released on his own recognizance on April 3, 2023, but was re-detained by ICE on October 6, 2025. The court found that his prior release created a liberty interest and ordered his immediate release with conditions, requiring pre-detention hearings for any future detention.
