Xingang Zhao, a Chinese national who filed for asylum in 2017 based on religious persecution, was detained by ICE agents when he appeared for his asylum interview at the USCIS office in Tustin after waiting over nine years. He was served with a Notice to Appear for overstaying his visitor visa and has been held at Adelanto Detention Center since January 2026.
