Maryland woman released after 25 days in ICE custody despite citizenship proof

Dulce Consuelo Díaz Morales, a 22-year-old U.S. citizen, was arrested by ICE agents in December while near her home in Baltimore and held for 25 days across multiple detention facilities despite providing proof of citizenship including hospital birth records and fingerprints. A federal judge blocked her deportation four days after her arrest, but ICE continued detaining her until her release on January 7. DHS disputed her citizenship claim, citing a 2023 border encounter where she identified as Mexican, though her attorneys assert the documentation clearly establishes her Maryland birth. Her removal proceedings were subsequently dismissed without prejudice.
