On November 18, a 23-year-old asylum seeker named Fatima Issela Velasquez-Antonio was detained by U.S. Border Patrol agents at a construction site in Cary, North Carolina, and held at Stewart Detention Center in Georgia for over a month. A federal immigration judge ordered her release in late December, ruling that her detention violated a juvenile-arrival settlement agreement since she had entered the United States unaccompanied as a minor nine years prior and held a valid work permit. The detention was part of Operation Charlotte's Web, a federal enforcement operation that resulted in at least 370 arrests in North Carolina.
