Mutasim Ibrahim Abdoulrahman Nour, a Sudanese citizen, has been in ICE custody for 23 months without receiving a hearing to argue for temporary release on bond. He was apprehended upon entering the U.S. on July 7, 2024, initially held in Minnesota, then transferred to Muscatine County Jail in December 2025.
