Man arrested in Wheeling detained in overcrowded cell near toilet

Felipe Agustin Zamacona was arrested last Thursday in Wheeling and detained at the Broadview ICE facility in overcrowded conditions. He testified in federal court that he had to wake someone up who was sleeping beside the toilet in order to use it. He is still in federal custody. His testimony is part of a class-action lawsuit seeking to improve conditions at the facility.
