Julio Cesar Sosa-Celis was shot in the leg by an ICE officer in North Minneapolis. His partner, Indriany Mendoza Camacho, witnessed the shooting and said agents shot him through the door as he fled into their home. A photograph showed a bullet hole in the apartment door. Federal agents then threw tear gas into the residence, which had children inside, before entering to detain Sosa-Celis. Federal prosecutors initially charged Sosa-Celis with assault, but dismissed the case weeks later based on 'newly discovered evidence' that was 'materially inconsistent' with the charges. ICE Acting Director Todd Lyons admitted that video evidence indicated two officers had lied under oath about the shooting.
