DHS's Operation Midway Blitz in the Chicago area from September through November 2025 resulted in 56 documented crowd-control weapons misuse incidents, with DHS responsible for at least 91%, and hybrid pepperball weapons used in 71% of cases, 35 of them near the Broadview ICE processing facility. Five ERO Special Response Teams were deployed to Broadview in September 2025 amid protests, and 55 of the 56 incidents occurred after Border Patrol Commander Gregory Bovino's September 10 arrival, when he declared, 'Well, Chicago, we've arrived!' In September 2026, attorneys announced that 15 U.S. citizens and legal residents, including Oak Park Township Trustee Juan Muñoz and Harvard data scientist Kyle Frankovich, filed administrative complaints against DHS alleging excessive force and wrongful detainment, the first step toward a federal tort suit. Muñoz and Frankovich, who did not know each other, were zip-tied and detained for hours on Oct. 3, 2025 while observing agents from a designated 'Free Speech Zone' outside the Broadview facility before being released at a nearby gas station without charges or paperwork.
