Javier, a 66-year-old Cuban man, was deported to Villahermosa, Mexico, in September 2025. He struggles to comply with required in-person check-ins due to vision loss in one eye caused by diabetes, which leaves him frequently disoriented. Since his deportation, COMAR has administratively closed his asylum case twice for failing to show for required check-ins. Even after COMAR acknowledged that he is an older person with a chronic health condition when granting his petition to reopen the case, the agency still required that he report in person or abandon his claim.
