Pedro, a 60-year-old Cuban man, was deported to Tapachula, Mexico, where he was homeless at the time of his interview. He was denied service at COMAR, the Mexican refugee assistance agency, because he did not have a mobile phone or email address — both required for pre-registration. US immigration authorities had confiscated his phone before deportation. He told Human Rights Watch, 'If you don't have a family that can send you money to buy a phone, I'm not sure what you're supposed to do.' He had still not been able to pre-register for asylum.
