Couple threatened with terrorism watchlist for filming ICE agents, files lawsuit

Carlyn Williams and their spouse Polyxenia Pantos were threatened by federal agents during ICE's "Operation Catch of the Day" in January 2026. While Pantos was driving Williams' car to work, Pantos pulled over to film ICE agents conducting enforcement activities. Williams later received a call from someone claiming to be with DHS who told her to discourage Pantos from filming, warning that people doing such things "might get added to a domestic terrorism watchlist." The couple, along with two other Portland residents, joined a lawsuit against the Department of Homeland Security claiming the threats violate their First Amendment rights to observe and film law enforcement.
