U.S. citizen detained in Baltimore traffic stop, ICE drops deportation after months fighting for recognition
Dulce Consuelo Diaz Morales, a Maryland resident and U.S. citizen by birth, was detained by ICE in Baltimore on December 14, 2025, after being encountered by CBP in Arizona in 2023 and claiming Mexican citizenship during that interaction. Despite providing her Maryland birth certificate and other documentation, she was mistakenly processed as a noncitizen, assigned an A-number, and placed in removal proceedings. She was detained in facilities across Louisiana, Texas, and New Jersey before being released in January 2026 with an ankle monitor. On June 17, 2026, DHS dismissed her deportation case after her legal team established she was born in Laurel, Maryland, and obtained a U.S. passport.
