Guinel Laurent, a noncitizen who has resided in the United States since 2024, was detained by Immigration and Customs Enforcement (ICE) at the Wyatt Detention Facility in Rhode Island. The Government argued Laurent was subject to mandatory detention under 8 U.S.C. § 1225(b)(2), claiming all noncitizens not admitted or paroled are "applicants for admission" seeking entry. The District Court granted Laurent's habeas petition, finding the detention unlawful because § 1225(b)(2) applies only to those at the border seeking admission, not interior arrests. The court ordered Laurent's immediate release and a bond hearing before an immigration judge under § 1226(a).

Chansareth Hong, 50, a Cambodian refugee who arrived in the United States as an infant in 1978 and has lived in Rhode Island for nearly 50 years, was taken into ICE custody on July 22, 2026, while attending a required in-person check-in at the Warwick field office—a practice he had maintained for nearly 28 years. Hong is the sole caretaker of his nonverbal 9-year-old autistic son and his elderly mother; his son's mother died in 2025 and Hong's father died in June 2026. In his late teens and early 20s, Hong pleaded no contest to drug-related charges but maintained a clean record for three decades without missing a single ICE check-in. He was transferred to the Donald W. Wyatt Detention Facility in Central Falls. Over 100 community members, including members of the Cambodian Society of Rhode Island and other refugee advocacy organizations, gathered outside the ICE office to protest his detention. Governor Dan McKee, Providence Mayor Brett Smiley, 13 members of the Providence City Council, and U.S. Representative Seth Magaziner sent letters to ICE urging his release, citing his rehabilitation and essential role as family caretaker. Over 2,000 people signed a petition on his behalf. A federal judge ordered that Hong cannot be moved out of Rhode Island without 72 hours notice, and his legal team filed a habeas petition in federal court challenging his detention.

Bryan Rafael Gómez, a 27-year-old undocumented immigrant, was detained by ICE at the Donald W. Wyatt Detention Facility in Rhode Island following his arrest by Worcester police on assault and battery charges. On April 28, 2026, a federal judge ordered his release after ICE and the U.S. attorney's office withheld information about an active homicide warrant from the Dominican Republic. After his release, Gómez disappeared and failed to report to ICE as expected. On May 5, 2026, a federal judge ordered Gómez re-detained after the withheld warrant information emerged. The judge criticized the conduct as a breach of trust and ordered a disciplinary review of the U.S. attorney's office, noting that had she known about the warrant, she would not have granted Gómez's habeas corpus petition.

Santos Mauricio Romero, a Salvadoran national, was arrested by ICE Boston during a targeted operation on April 20, 2026. According to ICE, Romero has a criminal history including pending felony sexual assault charges.

Ramon Checo Hilario was arrested on February 26, 2026, on shoplifting charges at a Cranston Sunglass Hut based on a flawed police investigation that failed to properly compare surveillance footage with his license photograph. After his arraignment, ICE detained him for 56 days in Plymouth, Massachusetts, pending deportation. The shoplifting charge was dismissed in the interest of justice, and Hilario has since been released on bond. He is now suing the Cranston Police Department, the city, Sunglass Hut, and others for false arrest, negligence, malicious prosecution, and emotional distress.

ICE agents detained a 16-year-old high school intern at the Licht Judicial Complex in Providence on November 20, 2025, after misidentifying the teenager as their target. Superior Court Judge Joseph J. McBurney intervened, and agents verified their information and released the intern. Governor Dan McKee and Lieutenant Governor Sabina Matos issued statements regarding the incident.

A Guatemalan immigrant who lived in Providence for 20 years was detained by ICE in November 2025 and transferred without warning to a New Hampshire facility ten days later, separated from his lawyer and family. During the overnight transfer in a cramped van, he was handcuffed tightly enough to draw blood and exposed to winter cold. He was ultimately released on bond in late December. Immigration lawyers report that rapid transfers between facilities increasingly deny detainees access to legal counsel, with 12% of detainees experiencing at least four transfers in 2025.

ICE arrested a Dominican national in Providence on April 24 after he became combative during an attempted arrest. Officers deployed a taser when he allegedly attempted to grab an officer's belt. The man was brought to Rhode Island Hospital, where about 85 protesters gathered. His attorney reported being denied access to his client despite having legal representation documentation.

On April 4th, ICE agents detained a community member on Cranston Street in Providence's West End after chasing him down and crashing into his car. Providence Police responded to the crash and worked to disperse community members who witnessed the incident. Advocates argue this demonstrates police cooperation with ICE despite city claims of limits on such cooperation.
