Mesheal Magdy Mesheal Shafik is an Egyptian citizen who entered the United States without inspection on July 21, 2023, and sought asylum. He was subsequently released on his own recognizance and has lived in the United States continuously since his entry. On August 3, 2026, he was apprehended by immigration officers while attending an ICE check-in meeting that he was required to attend pursuant to his pending appeal of a removal order to the Board of Immigration Appeals. Shafik remains in custody at the West Tennessee Detention Facility and has not received a bond hearing. He filed a habeas corpus petition challenging his detention without prior notice, a warrant, or a bond hearing, alleging violations of his statutory and due process rights. The court issued an order staying his transfer and requiring the respondent to respond, noting that under Lopez-Campos v. Raycraft (6th Cir. 2026), noncitizens who have spent significant time in the U.S. interior and have not committed disqualifying offenses cannot be detained without an individualized bond hearing.

Country music singer Frank Ray publicly disclosed that his brother-in-law, Juan Nevarez, a Mexican national with a valid work visa, was arrested by ICE at El Paso airport on Thanksgiving Day. Nevarez was detained at an ICE facility in Otero County, New Mexico, pending a hearing to determine his immigration status. DHS cited a criminal record from a 2023 dispute, though most charges were dropped and only a misdemeanor trespassing conviction remained. Nevarez's wife and four U.S. citizen children await resolution of the case.

Maria Perez, a Guatemalan woman seeking asylum from domestic violence, was arrested by ICE in Nashville on May 19 without a warrant while preparing to take her two children to a medical appointment. She is the nursing mother of a 10-month-old infant and a 2-year-old son with Down syndrome. Since her arrest, Perez has been held at the South Louisiana ICE Processing Center, nearly 700 miles away from her children, who are now in the care of a neighbor. Her sudden separation from her nursing infant has caused her physical harm, compounded by her diabetes. Perez has no criminal history and has complied with all immigration process requirements since entering the United States in 2022. Her attorneys argue the arrest violated the U.S. Constitution and ICE's own policy against detaining nursing mothers without extraordinary circumstances. Multiple organizations are submitting a formal complaint to the Department of Homeland Security seeking her immediate release, and her children have missed critical medical appointments.

Ezzat Adel Abdalla Magly, an Egyptian national, is detained at the Western Tennessee Detention Facility pending removal proceedings. He filed a habeas corpus petition seeking release from custody or a bond hearing, along with a motion for temporary restraining order to prevent transfer outside the district. The court denied his motion for temporary restraining order, finding he failed to demonstrate irreparable harm from a potential transfer.

Marvin Alexander Mejía Alvarado, a Honduran national with family in Memphis, died on July 27, 2026, weeks after being released from ICE detention. A federal judge in Colorado ordered his release on bond at the end of June after determining the government had not presented clear and convincing evidence to justify continued detention. After his release in early July, Mejía wrote to his aunt thanking God for allowing him to leave the detention facility and acknowledging the prayers that gave him strength to endure mistreatment by detention staff. His family reported that following his release, he experienced severe health complications they attribute to his treatment during detention, including lack of access to medications needed for a preexisting medical condition.

An Indian national who arrived on a student visa, married to a U.S. citizen for 6 years, was arrested by ICE and detained at a facility in Tennessee. He was offered the choice to fight deportation in a Louisiana state prison for 6 months with no guarantee of legal status approval, or to self-deport. He chose self-deportation. His wife, a U.S. citizen, suffers from a debilitating medical condition and their child has special needs. With the father's self-deportation, the family decided the mother and child would relocate to India to reunite with him, leaving behind their life in Tennessee. The mother, who has no family support locally and whose husband's family lives overseas, faces the challenge of traveling internationally for the first time with her child to a country where neither speaks the language, while managing her medical condition and her child's special needs.

Helena Tobias, 8 months pregnant with two other young sons, was left as the sole caregiver after her husband was recently apprehended and deported by ICE. Unable to work due to lack of childcare, she faces financial hardship covering rent and groceries. A coworker organized a fundraiser to help support the family during this period.

Lázaro Benitez Carballo, a Cuban citizen who entered the United States in 2022, was taken into ICE custody on July 15, 2026, and detained at the West Tennessee Detention Facility. He filed a habeas corpus petition challenging his continued detention without a bond hearing. The court stayed his transfer and ordered ICE to respond to the petition, requiring them to either distinguish the case from Lopez-Campos v. Raycraft or consent to release, as that precedent prohibits detention without individualized bond hearings for noncitizens who spent significant time in the U.S. interior and are not ineligible under § 1226(c).

Lorenzo Thompson, a Jamaican citizen and Southwest Airlines flight attendant, was detained by ICE agents at Nashville International Airport on July 14, 2026, while returning from a work trip. Thompson lawfully entered the United States on April 17, 2021, on a six-month visitor visa and has been working as a flight attendant while pursuing legal status through an active asylum application. He holds a valid work permit and has no criminal record. His best friend Kristin Foster stated that Thompson is seeking refuge from life-threatening abuse, and colleagues described him as a well-liked, caring worker. Thompson and his supporters dispute ICE's characterization that he overstayed his visa, asserting he has followed legal procedures and maintained compliance with immigration requirements. He is being held at a correctional facility in Mississippi pending immigration proceedings. The Transport Workers Union Local 556 stated they are working with Thompson's attorney and committed to supporting him and his family.

Orlando Martinez Mendoza, 48, migrated from Cuba to the US in 2015 by boat. Immigration authorities arrested him at a court hearing in Tennessee where he had appeared for a speeding charge. He was transported to three different detention centers in Tennessee over two months, then to a holding facility at the Louisiana State Penitentiary (Angola), then to Arizona, and finally to Palenque, Mexico in 2025. He described the transfer to Angola as staged for media purposes, with police escorts, sirens, and TV cameras present. He said immigration officials "dumped us right in front of COMAR like we were dogs."

Said Tawadros Wahba Tawadros, an Egyptian citizen and practicing Coptic Orthodox Christian who has resided in the United States since August 2023, was taken into ICE custody on July 1, 2026, during a routine ICE check-in. He was detained at the West Tennessee Detention Facility without an individualized determination regarding the necessity of continued confinement. The court stayed his transfer and required ICE to respond to his habeas petition, noting that under Lopez-Campos v. Raycraft, noncitizens who have spent significant time in the United States interior and have not committed disqualifying offenses may not be detained without an individualized bond hearing. Eshak Mamdouh Taki Ghaly, an Egyptian citizen and Coptic Orthodox Christian who fled religious persecution, was detained by ICE on July 1, 2026, at the West Tennessee Detention Facility. Ghaly had resided in the United States continuously since July 2023, maintained steady employment in Nashville, attended all required ICE check-ins, and had no criminal history. He filed a habeas corpus petition challenging his detention without an individualized bond hearing. The court issued an order staying his transfer and requiring the government to respond within two business days, with instructions to either distinguish the case from Lopez-Campos v. Raycraft or consent to release.

Pedro Antonio Ardila Cortes filed a second habeas corpus petition after being re-arrested by ICE on June 30, 2026, during a scheduled supervision check-in at the ICE ISAP office. He states he was not arrested on any criminal charge and did not violate any condition of his supervision. Jeison David Aceituno Moran, a noncitizen, was detained at the Western Tennessee Detention Facility pending removal proceedings without receiving a bond hearing. Moran filed a Petition for Writ of Habeas Corpus challenging his detention as violating due process rights. The court noted that Moran, described as a long-term law-abiding resident of the United States, had been held in mandatory detention. Following the Sixth Circuit's decision in Lopez-Campos v. Raycraft, which established that noncitizens are entitled to a bond hearing under 8 U.S.C. § 1226(a), the respondent agreed that a custody redetermination hearing was required. The district court granted the habeas petition to the limited extent of ordering that Moran receive a bond hearing within ten days or be released from custody, finding that Section 1226 guarantees only a hearing opportunity, not automatic release.

ICE lodged an immigration detainer with the Davidson County Sheriff's Office for Felipe Alvarado Hernandez, a 47-year-old Mexican national, following his arrest in a hit-and-run crash that injured four pedestrians in downtown Nashville. Hernandez faces multiple charges including reckless endangerment and leaving the scene of an accident. He had previously agreed to removal in 2004 after a Michigan arrest before illegally reentering the country.

Santiago Benito Caballero Cano, a Nicaraguan citizen who had resided continuously in the United States since December 2022, was taken into ICE custody on June 13, 2026, and detained at the West Tennessee Detention Facility without an individualized bond hearing. Caballero Cano had strong family and community ties, a fiancée, other relatives, lawful employment history, and no criminal record. The court ordered ICE to respond within two business days and prohibited his transfer during the litigation, citing the Sixth Circuit's Lopez-Campos decision requiring bond hearings for noncitizens with significant interior U.S. presence.

ICE lodged immigration detainers against three Cuban nationals arrested during a joint law enforcement human trafficking investigation in Sumner County, Tennessee. The three men faced charges related to promoting prostitution and had been encountered by CBP at the southern border between 2021 and 2023.

He challenged his detention without an individualized bond hearing before an immigration judge. The court stayed his transfer and ordered the ICE respondent to respond within two business days, requiring them to either distinguish the case from Lopez-Campos v. Raycraft or consent to the issuance of the writ if detention was under 8 U.S.C. § 1225(b)(2)(A).

Federal immigration officials conducted Operation Smoky Mountains from May 24-30, 2026, in Sevier County and surrounding East Tennessee areas, resulting in 117 arrests. Initial reports indicated at least 6 people were taken into custody, with subsequent reports showing 11 people detained and one released. Video footage showed agents exiting unmarked vehicles, handcuffing individuals, and approaching workers outside a Lowe's store. Those taken into custody were transported to Putnam County Jail and held overnight before potential transfer to other facilities.

Diego Hernandez Garcia, a 24-year-old construction worker who had lived in the U.S. since age 13, was detained by ICE on December 11, 2025, during a raid at a Hardin Valley construction site in Knoxville. Hernandez Garcia had been granted protective status in 2022 and had an approved I-360 petition for lawful permanent status. His attorney claimed he had valid work authorization at the time of detention and that ICE revoked his deferred status only after taking him into custody. A federal judge denied his habeas corpus petition and lifted a stay on a 2016 removal order, ruling the government was not constitutionally obligated to provide due process before terminating his deferred action status. Hernandez Garcia was subsequently deported to El Salvador.

ICE conducted a targeted enforcement operation in the Green Drive area of Cleveland, Tennessee that resulted in the arrest of eight undocumented immigrants at a gas station on May 22, 2026. The operation targeted a specific individual with a history of DUI convictions and prior deportations; several people attempted to flee as agents approached. On May 26, ICE released the identities and backgrounds of those arrested, noting that some were apprehended as collateral arrests during the operation. Three of those arrested accepted Incentivized Voluntary Departure, while the remaining five remained in ICE custody pending removal proceedings.

The Tennessee Immigrant and Refugee Rights Coalition filed a lawsuit against the Tennessee Highway Patrol over its partnership with ICE, alleging the collaboration violates multiple constitutional amendments and constitutes racial profiling. The lawsuit references a May 2025 operation in South Nashville where THP conducted traffic stops for minor infractions and ICE agents detained 20 people the first night, with nearly 200 arrested during the entire weekend. The complaint alleges warrantless detention, subterfuge use of traffic stop powers, and misuse of taxpayer dollars, and also cites ongoing THP-ICE operations in Memphis and a DUI checkpoint in Robertson County.

According to ICE, those arrested included individuals with convictions for assault, driving under the influence, and other offenses, though some may have faced immigration charges rather than criminal prosecution.

Daniel Romero, 18, a Colombian national and recent graduate of Ooltewah High School in Tennessee, was taken into ICE custody on May 18, 2026, during what his family believed was a routine appointment related to an immigration program. ICE cited missed check-ins and failure to submit required weekly photos as reasons for detention. Romero's family disputed the allegations, claiming the check-in app malfunctioned for four weeks and provided documented evidence of the technical error, but officials did not allow Romero to present this proof before his arrest. Records provided by the family indicated compliance with program requirements. He was held at Etowah County Jail in Alabama before being transferred to a detention center in Louisiana, where no bond, video calls, or visitation were allowed.

Body camera footage reveals ICE and state troopers targeting Black and brown drivers for minor traffic infractions while using fewer enforcement actions against white drivers.

ICE arrested Gabriel Maror Ayuel, 55, a Sudanese national, in Nashville on May 5, 2026, following a months-long investigation. Ayuel was convicted of first-degree attempted murder in 2003 and sentenced to 20 years in prison, with additional convictions including aggravated assault, DUI, and felony flight to avoid prosecution. An immigration judge issued a final removal order in July 2008, but Ayuel remained in the United States for over 17 years in violation of that order. He remains in ICE custody pending removal.

ICE conducted a targeted enforcement operation in the Antioch neighborhood of Nashville on April 29, 2026, with unmarked vehicles that remained in the area for hours. Officers with a court-issued arrest warrant detained one undocumented immigrant after observing surveillance of the location and making several attempts to communicate with individuals inside the residence. One minor was detained after being taken to an emergency room; the second minor, also with a leg fracture, avoided seeking medical care out of fear.

Angel Adonis Nunez Perez, a citizen of Honduras, has resided continuously in the United States since 2021 and has substantial ties to the country including family members lawfully present, consistent work history, and a fixed address. On April 21, 2026, he was taken into ICE custody and remains detained at the West Tennessee Detention Facility. Nunez Perez filed a habeas corpus petition challenging his detention without an individualized bond hearing before a neutral decisionmaker, seeking either a bond hearing or immediate release. The court's order references the Sixth Circuit's decision in Lopez-Campos v. Raycraft, which affirmed that noncitizens who have spent significant time in the United States interior and have not committed certain offenses cannot be detained without an individualized bond hearing. The court ordered the respondent to respond within two business days, and if Nunez Perez's detention is based on 8 U.S.C. § 1225(b)(2)(A), to either distinguish the case from Lopez-Campos or consent to the issuance of the writ. The court also imposed a stay on any transfer of Nunez Perez out of the West Tennessee Detention Facility during the litigation.

Alejandro Cabrera Clemente, 49, from Valle de Santiago, Guanajuato, Mexico, had spent approximately 25 years in the United States and was married to a U.S. citizen, though he had not obtained legal residency status. He was arrested by ICE on January 8, 2026, in Chattanooga, Tennessee, and transferred through multiple facilities in Tennessee and Alabama over five days in handcuffs before arriving at Winn Correctional Center in Louisiana on January 13. During his three months in ICE custody, he suffered from fever, high blood pressure, and back and throat pain. ICE stated they provided him medication. On April 11, 2026, at approximately 8 a.m., he was found unresponsive with left-sided facial paralysis and cyanosis. Staff called emergency medical services and attempted resuscitation, transferring him by ambulance to Winn Parish Medical Center, where medical personnel continued life-saving measures. He was pronounced deceased at approximately 8:51 a.m. His sister was located in Atlanta by Guanajuato's Human Rights Secretariat, which offered funeral assistance and possible repatriation. His death was one of multiple ICE custody deaths reported in early 2026.

Octavio Andrade-Aguilera, a Mexican national, was transferred to ICE custody at the Etowah County Detention Center in Alabama on April 5, 2026, after a federal judge in Chattanooga had ordered his release to avoid harming his wife and disabled American citizen daughter. Andrade-Aguilera is the sole financial support for his family and faces federal charges for reentering the country without authorization.

Bakur Japharidze, a Russian citizen, arrived in the United States on April 6, 2023, at San Luis, Arizona, without inspection. He was released into the interior and served with a Notice to Appear charging him as inadmissible. Japharidze filed for asylum with the Immigration Court, and his application remains pending. On April 4, 2026, he was detained by police for driving with a suspended driver's license. Immigration and Customs Enforcement officers assumed custody and transferred him to the West Tennessee Detention Facility. Japharidze filed a habeas corpus petition under 28 U.S.C. § 2241 challenging his detention without an individualized bond hearing and sought a temporary restraining order to stay his removal from the United States. The federal court denied both the petition and the motion, finding that Japharidze remains an "applicant for admission" subject to mandatory detention under 8 U.S.C. § 1225(b)(2), that he failed to exhaust administrative remedies, and that neither statute nor the Constitution provides him a right to a bond hearing.

Hector Antonio Amaya Flores, 49, was arrested by Hamilton County sheriff's deputies on March 31, 2026, and is facing federal charges for unlawfully reentering the United States after four prior deportations. According to court documents, Flores had been deported in 1996, 1997, 2003, and 2018, and did not have authorization from the Department of Homeland Security to return. He is currently in deportation proceedings in federal court.

Estefany Rodríguez Flórez, a reporter for Nashville Noticias covering Spanish-language news, was arrested by ICE agents on March 4, 2026, during a traffic stop in South Nashville while her husband was dropping off their daughter at a bus stop. A Colombian citizen who entered the U.S. legally on a tourist visa in 2021, Rodríguez had fled Colombia after receiving threats for reporting on militant groups and was awaiting asylum approval. She also had pending green card applications through marriage to a U.S. citizen. ICE cited her as a flight risk for missing two meetings, though her attorney stated ICE could not locate any record of a scheduled appointment despite multiple inquiries. During her 16-day detention across facilities in Alabama and Louisiana, she reported difficult conditions including forced chemical washing, isolation, and limited access to legal assistance. An immigration judge granted her release on bond on March 16, 2026, and she was released on March 20 after a $10,000 bond was paid. Her legal team filed federal court petitions challenging the arrest as warrantless and alleging violations of her First, Fourth, and Fifth Amendment rights, including allegations of retaliation for her critical reporting on ICE enforcement activities.

Misslenys Hernandez Zabala, a Venezuelan asylum seeker with a valid work permit, was detained by ICE on March 20, 2026, while on her way to work in Nashville. She is nursing her 10-month-old son, Maximiliano, who is a U.S. citizen, and also cares for a 12-year-old daughter and 9-year-old niece. Her partner said ICE agents asked her in Spanish where the baby was as she screamed about her son during the detention. The family came to the U.S. in 2021 seeking asylum and has attended all required court dates, with their next hearing scheduled for 2028. Advocates brought the baby to DHS offices requesting her release, but ICE refused, stating that breastfeeding is not grounds for release.

Jose Valera Vera, a medical assistant at a Memphis clinic, was detained by ICE after traveling to Nashville for an immigration hearing. Vera, a former doctor from Venezuela seeking political asylum, was taken into custody at the hearing despite having a pending petition filed by his wife, who is a permanent resident. He has since been transferred to a facility in Mason, Tennessee.

Two individuals were detained by ICE and subsequently released on bond following legal proceedings. Estefany María Rodríguez Flores, a Colombian journalist for Nashville Noticias, was detained during a traffic stop on March 4, 2026, and released on March 19 after an immigration judge granted bond. Leqaa Kordia, a 33-year-old Palestinian woman, was detained in March 2025 after meeting with immigration authorities and held for over a year at Prairieland Detention Facility in Texas before being released on March 16, 2026, following a judge's bond order that the Department of Homeland Security declined to appeal. Leqaa Kordia, a Palestinian woman and visible campus advocate, was detained in March 2025 for staying in the U.S. on an expired F-1 student visa. While in detention, she experienced her first-ever seizure and was handcuffed to a hospital bed for 72 hours. An immigration judge ordered her release on bond twice before the government kept her detained through automatic stays. A Texas judge ordered her release a third time on March 16, 2026, setting bond at $100,000.

Orlin Carrasco, 29, was detained by ICE agents on March 4, 2026, inside Robertson County Courthouse after appearing before a judge on traffic charges. Carrasco had entered the U.S. as an unaccompanied minor at age 17 to flee gang recruitment in Honduras. At the time of his detention, he had an active asylum case, a valid work permit, a driver's license, and was married to a U.S. citizen. He has been held in a Louisiana detention facility for over three months without a clear explanation or active deportation order. His attorney argues ICE is illegally detaining him under a void document and that his 2013 administratively closed case does not support mandatory detention.

Daniel Pino Alfonso, a Cuban national who entered the U.S. unlawfully in 2022, was arrested March 3 in Spring Hill, Tennessee for stealing approximately $6,000 worth of shoes and possessing $3,400 in cash as part of an organized retail theft operation. ICE issued a detainer against Pino Alfonso, who remains in county jail pending deportation proceedings. His accomplice, Yadián Pérez López, was also arrested. Both men were charged under Tennessee's organized retail crime law, and authorities indicated the pair may have targeted multiple stores.

Maribel Del Carmen Luzardo De Chacin, a Venezuelan citizen on humanitarian parole, was detained by ICE in March 2026 when she accompanied her husband to his scheduled credible fear interview at the Nashville ICE Field Office. After her husband received a negative credible fear determination, both were taken into custody and she was transferred to Richwood Correctional Center. The court granted expedited consideration of her habeas petition but denied her temporary restraining order request.

Bradley County constables working under ICE authority participated in an Immigration and Customs Enforcement operation in the Heritage Walk neighborhood of East Brainerd on Tuesday morning that resulted in multiple arrests. The operation targeted construction workers, with at least eight workers detained according to immigrant rights organizations.
