Oscar, a mechanic from the Fredericksburg area, was held under ICE custody at the Rappahannock Regional Jail before being moved through a chain of detention facilities in Virginia, Texas, and Louisiana and deported to El Salvador in 2024, despite having no felony record. José Mejía Hernandez, a 45-year-old Mexican immigrant who has lived in the U.S. for 18 years, says he was walking to a bus stop on his way to work in Arlington on August 11 when agents in unmarked vehicles chased him. He says he ran out of fear and was shocked with a stun gun, causing him to lose consciousness; he woke up in a hospital with two blackened eyes, facial lacerations, and a brain hemorrhage, where he was hospitalized for three days with ICE officers stationed in his room. A dash cam video reportedly shows a different account of events.

An 18-year-old U.S. citizen in Norfolk was detained by ICE agents on Friday morning after arriving at the scene of an immigration enforcement operation involving her husband. According to the woman, she informed agents she was a U.S. citizen, but was detained anyway.

Two men were detained after officers in ICE garb arrived in six vehicles at a gas station in Marshall on Tuesday morning, boxed in their vehicle at a gas pump, and smashed the windows before taking them into custody. Bystanders witnessed the enforcement action.

Mohamed Guezoui, born in Algeria, moved to the U.S. after marrying an American citizen. After his marriage ended, he found community through his friend Staci Tighe, whom he met at karaoke. Tighe was struggling through an illness at the time, and Guezoui visited her daily to offer support before his arrest. While working his shift at King Kabab restaurant in West Virginia, three masked ICE officers arrested him at his workplace. He was eventually deported. His detention marked the beginning of Operation Country Roads, a DHS enforcement sweep that resulted in approximately 600 arrests across West Virginia, primarily relying on local law enforcement cooperation.

Selvin Alfredo Ramos Perez, a kitchen worker at a Roanoke restaurant, was arrested by Roanoke County Police on August 4, 2026, for public intoxication. An ICE officer administered CPR, but Castro Rivera was pronounced dead at the scene. According to DHS, the vehicle's occupants were determined to be in the country without authorization. Virginia State Police responded to the crash but clarified they did not participate in the pursuit. Josue Castro Rivera, a 24-year-old Honduran man, was hit and killed by a pick-up truck while crossing a highway during an immigration traffic stop in Norfolk, Virginia. The death occurred during intensified federal immigration enforcement operations.

Multiple ICE agents were recorded engaging in physical violence with a man outside Sentara BelleHarbour Hospital Emergency Room in Suffolk, Virginia. According to witness accounts shared on social media, after the man was thrown to the ground, agents punched and kicked him while he had his hands up in a compliant position. Osmelin Arbey Morales Banegas, a citizen of Honduras, entered the United States in 2014 and has been living in the country since that time. Anabella Gyasi, 38, a pregnant Ghanaian woman, and her 4-year-old son who has a physical abnormality affecting his hands arrived at Dulles International Airport on valid tourist visas to seek medical care for her son at Akron Children's Hospital in Ohio. At customs, she disclosed a fear of returning to Ghana because of persecution she faced for her son's disability. CBP officers took them into custody as asylum seekers after she stated under oath that she did not intend to return to Ghana, which led officials to nullify her tourist visa. Gyasi, who was about four months pregnant, was held in a windowless room at the airport with her son for more than a week without adequate food or medical care. Dionel Florian-Garcia, a Guatemalan citizen who worked at an Arlington grocery store for 12 years, was arrested by ICE on January 14, 2026, outside his workplace on a charge of illegal reentry subsequent to a felony conviction. The victim briefly escaped but he approached and assaulted her again before two bystanders intervened and called police. Garcia fled but was quickly apprehended by responding officers. ICE lodged a detainer requesting he not be released from custody. According to the agency, Garcia has an arrest record spanning 2020 to 2026 that includes charges for public intoxication, assault and battery, disorderly conduct, and probation violations.

Juan, a Honduran national who came to the U.S. seven years ago seeking asylum, was arrested by ICE during a traffic stop on a Virginia highway while driving to work. He had an active asylum case, work permit, and marriage petition to a U.S. citizen at the time of his arrest. After spending one month detained at Farmville Detention Center, Juan was released on bond following a habeas petition but now faces an uncertain asylum process with declining approval rates under the current administration.

Mirna Yesenia Alvarado Benitez, a citizen of El Salvador who entered the U.S. in July 2024, was initially detained and then released with conditions. On March 5, 2026, she appeared for a routine ICE check-in appointment, at which point the government placed her in expedited removal proceedings and detained her. The court granted a temporary restraining order preventing her removal while her habeas corpus petition is pending. Mirna Benitez, a Salvadoran woman who had been living in the U.S. for nearly 13 years and working as a school custodian, was detained by ICE after attending a scheduled appointment at an ICE office in North Chesterfield on December 7, 2025. Despite having attended regular ICE check-ins for years, applied for asylum with legal representation, and obtained a temporary work permit, Benitez was taken into custody without warning. She was transferred through multiple detention facilities—Riverside Regional Jail in Richmond, an ICE facility in Texas, and another in Louisiana—over 10 days, during which she reported mistreatment by officers, inadequate medical care, unsanitary conditions, and denial of access to legal counsel. She ultimately chose to accept deportation to El Salvador rather than remain detained, departing before Christmas.

A U.S. District Judge in West Virginia issued a final notice to the federal government regarding continued unlawful detention of immigrants without individualized custody determinations. Judge Joseph R. Goodwin ruled that the government has repeatedly violated the Fifth Amendment by detaining immigrants without proper legal procedures. The judge warned of legal consequences for state and federal officials if the unlawful detention practices continue.

A 24-year-old Honduran man, Josué Castro Rivera, died after being struck by a vehicle while fleeing Immigration and Customs Enforcement agents on Interstate 264 in Norfolk, Virginia. Castro Rivera's vehicle was stopped by ICE as part of a targeted operation, and he fled on foot when agents attempted to detain him and his passengers. His death follows similar incidents involving immigrants killed during immigration enforcement operations under the Trump administration.
