Ana Castro, a long-time Wyoming resident and immigrant advocate who arrived as a child, is leaving the state amid fears for her safety as red state leaders increasingly cooperate with ICE and pursue hard-line immigration policies. Castro, who worked for a nonprofit and founded the Wyoming chapter of Juntos, an immigrant advocacy group, had spent decades contributing to her rural community despite lacking legal status. Immigrants comprise nearly 30% of rural Wyoming's recent population growth and fill critical gaps in service and construction jobs, but mounting deportation concerns are causing an exodus that threatens rural economies. State leaders acknowledge immigrants' economic importance while supporting stricter enforcement policies.

Yevhenii Saienko is a Ukrainian citizen who fled Russia's invasion in early 2024 after his home in Luhansk was destroyed by a Russian missile. He arrived in the United States on February 28, 2024 with DHS travel authorization and was granted parole under the Uniting for Ukraine program. Over more than two years in the US, Saienko obtained employment as a commercial truck driver, paid taxes, developed strong community ties, and committed no criminal offense. On July 19, 2026, local law enforcement in Cheyenne, Wyoming detained him during a routine traffic stop after learning he lacked lawful immigration status, and transferred him to ICE custody without any criminal charge, warrant, prior notice, or individualized assessment of flight risk or dangerousness. DHS initiated removal proceedings on July 21, 2026. Saienko filed a habeas corpus petition challenging the lawfulness of his detention and seeking either immediate release or a prompt bond hearing before an Immigration Judge. On August 7, 2026, the federal district court granted the petition, finding the detention violated both the Immigration and Nationality Act and Fifth Amendment due process rights, and ordered Saienko's immediate release by August 9, 2026 on his own recognizance with no additional conditions beyond his original parole.

ICE arrests have increased 136% in Wyoming and 924% in Idaho since Trump returned to office in January 2025. From March to early July, ICE picked up 51 people from Teton County jail after the sheriff began honoring federal detainer requests. About three-quarters of those arrested in 2025 have no serious criminal convictions, according to analysis.

The ACLU of Wyoming is investigating 287(g) agreements across the state following its lawsuit against Laramie County Sheriff Brian Kozak, who signed three ICE partnership agreements without county commission approval or public input. The organization has sent records requests to the Wyoming Highway Patrol and seven other counties, with plans to pursue additional lawsuits if investigations reveal similar violations of state law.

The Laramie County Sheriff's Office arrested 46 people for immigration violations during a three-day commercial vehicle enforcement operation called "Truck Around And Find Out: Operation Spring Break" conducted in partnership with federal authorities on April 25, 2026. The operation resulted in 85 total criminal arrests, with one undocumented truck driver found operating without a commercial driver's license and parked illegally. The sheriff's office, whose deputies were sworn in by ICE under 287(g) authority, stated the enforcement actions aim to improve road safety.

Anabell, a Nicaraguan immigrant detained at Campbell County Detention facility, experienced vaginal bleeding and severe abdominal pain — symptoms of a possible miscarriage — while in ICE custody. She submitted a detainee request for medical help on March 22, 2026, but has received limited medical care and cannot access her own medical records to understand what happened to her pregnancy or what care she received. Democratic Rep. Delia Ramirez of Illinois and other lawmakers are pushing for her release and have been unable to obtain her medical records despite repeated requests, though detainees are legally entitled to access their medical records under federal policy.

Janeth Jazmin Jaldin Loza, an Alpine resident, was arrested by ICE agents on July 23. Reporters were unable to find any record of past convictions or pending charges against her in Wyoming court records.

Juan Barranco Castro, a 56-year-old resident of Jackson for 26 years, was arrested by ICE agents in the parking lot of Community Bible Church as he drove to work. According to friends, ICE was targeting someone else with a similar vehicle and arrested Castro by mistake. He was handcuffed, placed in leg irons and belly chains, and transported to Sweetwater County Detention Center. Court documents show no criminal convictions or pending charges against Castro.

Alberto Banicescu, a 27-year-old Romanian national, was taken into custody outside his Jackson apartment on July 21. ICE agents detained him based on assumptions about international travel patterns between Mexico City and Romania. He had a misdemeanor DUI citation from January and was on probation. He was placed in belly chains and leg irons before transport to Sweetwater County Detention Center.

Ana Cañedo Luna, a business owner and long-term U.S. resident who was brought to the country at age 10, was arrested on January 9 after a traffic stop in Rock Springs, Wyoming, where she holds a valid work permit. She was transferred to the ICE Denver Contract Detention Facility in Aurora, Colorado, where she spent five months and ten days in custody. Cañedo discovered that her previous lawyer had requested a voluntary departure without her knowledge or consent, prompting her to change legal representation. After switching to local attorneys and filing a writ of habeas corpus, she was released on June 19 and reunited with her wife, Gloria Guerra. Cañedo continues to fight her immigration case while dealing with the psychological trauma of her detention and remains fearful of future arrest, saying the experience felt like "psychological torture" and a "never-ending nightmare."

Ana Canedo Luna, co-owner of Don Chingonas food truck and Club Elite nightclub in Rock Springs, was detained by ICE on January 9 following a routine traffic stop. The stop was initiated due to a license plate registration discrepancy later confirmed as a clerical error by county staff. Luna presented employment authorization documents valid through May 2030, and her wife provided additional legal documentation disputing ICE's claims that she lacked legal status. Despite the valid work authorization documentation, ICE proceeded with Luna's detention after a records check flagged her in their system.
