Angel Gabriel Ortiz-Hernandez, a Guatemalan national, was arrested in Alexandria, Virginia as part of 'Operation Safe Community — Washington, D.C.,' a two-week ICE operation that resulted in 1,328 arrests across Maryland and Virginia between Aug. 1 and Aug. 14, according to DHS. DHS described Ortiz-Hernandez as having been arrested on charges of raping a mentally incapacitated victim and two counts of aggravated sexual battery, but listed no convictions; Virginia court records show the related felony charges filed against him in 2023 were dismissed in March 2024. DHS said nearly 400 of those arrested in the broader operation had been convicted or charged with crimes, including alleged members of MS-13, the 18th Street Gang, and Tren de Aragua, and that arrests occurred despite sanctuary policies in some Maryland and Virginia counties. A similar operation in Atlanta in July led to more than 1,200 arrests across Georgia. Ortiz-Hernandez remains in ICE custody pending removal proceedings, as do most others arrested in the operation.
