ICE shifts tactics, surging at-large arrests in communities

In September 2025, ICE made approximately 17,500 at-large arrests. Government data shows that more than 60 percent of people detained in at-large arrests since June lack criminal convictions or pending charges. The weekly rate of at-large arrests in September 2025 was more than four times the weekly rate from Trump's first term.
