ICE shift in tactics leads to soaring at-large arrests

Federal officers are targeting immigrants in communities through at-large arrests. Data shows ICE made approximately 17,500 at-large arrests in September 2025. More than 60% of people arrested since June have no criminal convictions or pending charges. ICE made more than four times as many at-large arrests per week in September 2025 compared to Trump's first term.
