A man from Laos who has lived in the United States for decades and holds deferral of removal under the Convention Against Torture had to present three separate protection cases in immigration court, against removal to Rwanda, El Salvador, and Mexico, according to his attorney at the National Immigrant Justice Center. ICE named a new country each time, leaving him with no clear end point at which he could finally live safely in the United States.
