A Cuban man granted withholding of removal was still appealing the denial of asylum, which rested solely on the 2023 asylum-ban regulation, so his case was ongoing and deportation anywhere would have been unlawful. Even so, he told his attorney at the Immigrant Defenders Law Center that ICE officers were already pressing him to accept removal to Mexico, telling him: "you're never getting out of here unless it's to go to Mexico."
