Man's shoulder dislocated as ICE agents swarm him during re-arrest after court-ordered release
Sep 9, 2026·Location: Fort Snelling, MN

A man who had won a habeas petition was ordered released from ICE detention at the Bishop Henry Whipple Federal Building on Sept. 9, but was immediately re-arrested by ICE agents just outside the building. U.S. District Judge Jeffrey Bryan reviewed video footage of the incident and found that ICE agents swarmed the man as he exited, dislocating his shoulder, and failed to properly serve him an arrest warrant, instead briefly waving a folded paper in front of him before handcuffing him. Bryan ruled that a reasonable person in the man's position would not have felt free to leave and that allowing the re-arrest to stand would render habeas relief meaningless.
