Emiliano Andrade-Covarrubias, a 56-year-old Mexican national who lived in Dallas for decades and worked as a contractor painting apartments and townhomes, was found unresponsive in his cell at the Rio Grande Processing Center in Laredo on Saturday morning. His daughter, Estefani Andrade, a 29-year-old U.S. citizen, said her father had a heart condition, diabetes and high blood pressure, and that facility staff would not give him his medications despite his bringing them when detained in June. She said he had a cough and told her he was having trouble breathing and chest tightness, but medical staff at the center ignored his concerns. He is the seventh person to die in ICE custody in Texas this year and the second to die at an ICE facility in Laredo this year.
