Juan Carlos Rodriguez Romero, a 54-year-old Cuban national with a pending asylum case who drove for DoorDash, was pulled over by ICE agents in St. Paul, Minnesota on December 21, 2025 while leaving his apartment complex to start a delivery shift during Operation Metro Surge. Officials said he drove toward officers on foot, striking one with his car and crashing into parked vehicles, then bit another officer while being taken into custody; an officer fired his weapon twice, and both officers were hospitalized with injuries including bruised ribs, a dislocated finger, and a bite wound. He was indicted in January 2026 on three federal assault counts and faced up to 20 years in prison. His attorney, Bruce Nestor, filed court documents showing agents' accounts of the shooting contradicted each other and DHS's public statements. On June 8, 2026, prosecutors moved to dismiss the charges after reassessing the evidence, and the case was formally dismissed on June 16, 2026. His case was among at least 18 similar dismissals identified in Minnesota ICE-related assault prosecutions.
