Brayan Garzón-Rayo, a 27-year-old Colombian man who fled Bogotá with his family in 2023, died after attempting suicide while held at the Phelps County Jail under an ICE detainer. St. Louis police arrested him outside his home in March over credit card fraud and shoplifting charges, then contacted ICE because of a prior missed immigration hearing, and ICE transferred him 100 miles to the jail. His mother, Lucy Garzón, said he complained of stomach pains and anxiety in his final calls before jail staff told her he had hanged himself with a bedsheet and was airlifted to a St. Louis hospital, where doctors found him brain dead. Garzón-Rayo did not have an attorney in either criminal case and no Spanish-language interpreter was formally provided despite the family's limited English.
